Returnable Documents: This SBD 6.1 Preference Points Claim Form must be completed and submitted as part of your tender. Failure to submit required proof or documentation to claim specific goal points will be interpreted as not claiming those points.

All entities legally able to tender in South Africa are eligible. However, award eligibility is heavily influenced by the B-BBEE specific goals: enterprises with >51% black ownership (10 points), >51% women ownership (5 points), >51% youth ownership (3 points), and >51% ownership by persons with disability (2 points). The winning bid will be determined by a combined score of price and these specific goals.

You must complete and submit the SBD 6.1 Preference Points Claim Form.

• The form requires your company name, registration number, and type (e.g., (Pty) Ltd, Sole Proprietor).
• You must declare that the information and points claimed are true and correct.
• The organ of state reserves the right to require documentary proof to substantiate any preference claims at any time.
• Fraudulent claims can lead to disqualification, contract cancellation, cost recovery, restriction from future tenders for up to 10 years, and criminal prosecution.

Specific Goals for B-BBEE and other designated groups:

• Points are allocated for ownership by specific groups:
• 10 points for 51% or more Black ownership.
• 5 points for 51% or more Women ownership.
• 3 points for 51% or more Youth ownership.
• 2 points for 51% or more ownership by persons with disability.
• You must indicate how you claim points for each applicable preference point system (80/20 or 90/10).
• Submit proof/documentation with your tender to support these claims.

You must complete the declaration section of the SBD 6.1 form.

• Any person (natural or juristic) may submit a bid.
• Bidders must declare interests as required by transparency, accountability, impartiality, and ethics principles in the Constitution and related legislation.
• Persons listed on the Register for Tender Defaulters or List of Restricted Suppliers will be automatically disqualified.

Bidder Guidance:

• Complete the SBD4 declaration fully and accurately.
• Disclose any state employment of directors/trustees/shareholders/members/partners.
• Declare any relationships with persons employed by Statistics South Africa.
• Declare any interests in related enterprises bidding for this contract.
• Certify that the bid was prepared independently without collusion.
• Note: False declarations may result in bid rejection or action under PFMA SCM Instruction 03 of 2021/22.

Automatic disqualification if the bidder is listed on the Register for Tender Defaulters or the List of Restricted Suppliers. The bidder and all associated persons must not have conflicts of interest as defined in the declaration. The bidder must comply with South African procurement legislation, including the Constitution, PFMA, Competition Act (No 89 of 1998), and the Prevention and Combating of Corrupt Activities Act (No 12 of 2004).

• Your quotation must be on company letterhead and include:

• Your quotation reference number.

• You must complete, sign, and return the Declaration of Interest (SBD 4) form with your quotation. Failure to do so may result in disqualification.

• Quotations will be evaluated on an 80/20 scoring system.
• 80 points are allocated for price.
• 20 points are allocated for Specific Goals and Preferential Points.
• Points for Specific Goals are awarded according to the provided table (Race/Black: 10 points, Women: 5 points, Disabled: 2 points, Youth: 3 points).
• To claim points, bidders must provide proof:

• Race/Women/Youth: Certified copy of ID and company registration/CSD report to substantiate equity ownership percentage.
• Disability: Medical certificate from an HPCSA-registered practitioner confirming disability.

• The appointment will not necessarily be based on the lowest quote.
• Stats SA reserves the right not to award the contract.

• Supply 24 leather file folders, each featuring the Stats SA logo.
• Refer to the attached specification for detailed requirements.

• Provide detailed pricing specifying services and costs.
• All quoted prices must be firm and valid for the duration of the order.
• If prices depend on exchange rates, factor in potential escalations.
• Stats SA will not provide upfront payments.
• Payment will be made within 30 days of receiving a valid invoice, after goods/services are received.
• Market-related prices will be negotiated with the preferred service provider.

• You must be registered on the Central Supplier Database (CSD).
• Submit a valid Tax Clearance Certificate (e-filing copy).
• Submit a certified copy of your ID document.
• Submit an original or certified copy of your company registration (CIPC).
• Complete and submit the SBD 4 Declaration of Interest form.
• B-BBEE/Specific Goals points are claimed as part of the evaluation (see evaluation criteria for proof requirements).
