Price scoring: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = tender price, Pmin = lowest acceptable tender price. B-BBEE points: 20 (Level 1) to 0 (Non-compliant).

Scope: Provision of Contract Advisory, Contract Law, and Contract Management Specialist Services for commercial construction projects under FIDIC, SAICE GCC, National Treasury GCC, and NEC4 contracts. Deliverables: Strategic contract advisory and commercial guidance (interpretation, risk allocation, commercial positions), Claims/dispute avoidance and resolution support (review claims, prepare responses, assess merits/risks), Contract administration assurance and governance (review practices, advise on notices/instructions, ensure compliance), Procurement/tender/contract documentation advisory (input into strategies, review drafts for clarity/enforceability), Performance/commercial/contractual risk management (identify/assess risks, manage non-performance, protect SARAO’s interests), Independent review and capacity building (peer review, workshops, knowledge transfer). Reports reviewed by SARAO before acceptance.

Pricing: Firm prices only (non-firm prices will not be considered). Pricing schedule (SBD 3.1) must be completed with detailed cost breakdown on official company letterhead. Separate pricing schedule required for different delivery points. Offer validity: 60 days from closing date. Payment terms: Invoices submitted after successful completion of each activity, approved by Project Manager. Payment processed within 30 days from invoice date. No advance payments. SARAO reserves the right to terminate the contract if services are not achieved. Travel allowance: Provisional sum of R30,000 for domestic travel (flights, accommodation) approved ad-hoc by SARAO.
