Submit in a sealed envelope clearly marked with the tender number (SBM 25/25/26) and description. Must be deposited into the tender box at the Investment Centre, Ground Floor, 15 Main Road, Vredenburg. Late, emailed, faxed, or telephonic submissions will be disqualified. All documents must be completed in non-erasable ink.

The tender follows an 80/20 preference point system. 80 points are allocated for price and 20 points for specific goals (10 points for B-BBEE status and 10 points for locality). Bidders must provide proof of B-BBEE status and locality to claim these points; failure to provide documentation results in 0 points for those categories.

The project involves the upgrade of the municipal court for Saldanha Bay Municipality. A CIDB grading of 3GB is mandatory. Detailed drawings and the Bill of Quantities (BoQ) will be provided electronically to bidders following attendance at the compulsory clarification meeting.

A non-refundable tender deposit of R295.00 is required if collecting documents physically. Bidders must provide proof of financial, labour, and resource capacity. The municipality reserves the right to perform financial investigations on bidders. The tender validity period is 84 days.

Mandatory requirements include: 1) Valid SARS Tax Clearance Certificate/PIN, 2) CSD registration, 3) CIDB grading of 3GB, 4) Identity documents of directors with equity ownership, 5) Company registration documents, 6) Certified municipal account/lease agreement (not in arrears > 3 months), 7) Proof of signatory authority, 8) B-BBEE certificate or sworn affidavit, 9) Completed MBD forms (1, 4, 6.1, 8, 9).
