Appointment of two service providers for waste management services at East Rand stations and depots in the South Gauteng region. Contract duration: 24 months.

Hand-deliver bids to Umjantshi House, 30 Wolmarans Street, Braamfontein, Johannesburg, on or before 25 June 2026 at 12:00. Sign the submission register upon delivery. Late bids will be rejected. Use only the official forms provided; do not re-type. Submit all returnable documents (mandatory and other) in a sealed envelope. Mandatory documents include: signed submission register, completed pricing form, all RFQ documentation, and JV/consortium agreements (if applicable). Do not reference other quotations or proposals. Evaluation is conducted in three stages: Stage 1A (Mandatory Requirements) – Automatic disqualification if not met: signed submission register, completed pricing form, all RFQ documentation, JV/consortium agreements (if applicable). Stage 1B (Other Mandatory Requirements) – Submit within 5 working days if requested: Valid B-BBEE certificate (SANAS/DTI/CIPC or sworn affidavit), company registration (CK1/Certificate of Incorporation), directors’ ID copies, valid Tax Clearance Certificate and Tax PIN, CSD summary report/number, UIF registration proof, bank account proof, COIDA Letter of Good Standing. Stage 2 (Technical/Functional) – Minimum 60% per criterion: Company’s Experience (40 points): Proof of waste management contracts ≥ R750,000 in the last 10 years (2016–2026). Points: 5+ projects = 40, 4 = 32, 3 = 24, 2 = 16, 1 = 8. Resource Availability (30 points): Proof of ownership (Traffic Dept) or rental agreements for vehicles (bakkies/light duty pickup trucks). Points: 5 vehicles = 30, 4 = 24, 3 = 18, 2 = 12, 1 = 6. Financial Capability (30 points): Bank letter confirming credit facility. Points: R401K+ = 30, R301K–400K = 24, R201K–300K = 18, R101K–200K = 12, R1–100K = 6. Stage 3 (Price and Specific Goals) – 80 points for price (80/20 system: Ps = 80(1 − (Pt−Pmin)/Pmin)), 20 points for specific goals: 51% Black Owned (EME/QSE: 10 points + CIPC/B-BBEE certificate: 10 points).

Required evidence: Appointment letter/purchase order/signed contract + reference letter/completion certificate (must include company name, contact person, and confirmation of completion). Points: 5+ projects = 40, 4 projects = 32, 3 projects = 24, 2 projects = 16, 1 project = 8. Resource Availability (30 points, minimum 18 required): Submit proof of ownership (Traffic Department documentation) or rental agreements for vehicles (bakkies/light duty pickup trucks). Points: 5 vehicles = 30, 4 vehicles = 24, 3 vehicles = 18, 2 vehicles = 12, 1 vehicle = 6. Financial Capability (30 points, minimum 18 required): Submit bank letter (on official letterhead) confirming credit facility. Points: R401,000+ = 30, R301,000–400,000 = 24, R201,000–300,000 = 18, R101,000–200,000 = 12, R1–100,000 = 6.

Complete the attached pricing schedule in ZAR, inclusive of all taxes. Price offer must be firm with a clear basis. Include cost breakdown and price escalation formula. Submit pricing strictly in the provided format; deviation may result in non-responsiveness. Discounted prices are considered only in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with top-scoring bidders if the highest bid is not market-related.

Tax Compliance: Submit valid Tax Clearance Certificate and Tax PIN (valid on closing date). Apply for Tax Compliance Status (TCS) PIN via SARS e-filing (www.sars.gov.za). If no TCS PIN, provide CSD number. B-BBEE: Valid certificate from SANAS-accredited agency, DTI, or CIPC (or sworn affidavit for EMEs/QSEs). Consolidated B-BBEE certificate required for joint ventures/consortia. Contract governed by South African law. Supplier warrants that services meet PRASA’s requirements and are defect-free for 1 year (or as stated in the order). Supplier indemnifies PRASA against claims arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the primary contractor remains liable for performance. PRASA reserves the right to cancel the RFQ if funding is not secured. Bidders waive claims against PRASA for non-award due to funding failure. PRASA will inform bidders of funding progress. Contract may include price adjustments per stated formula. Payment within 30 days of receipt of a correct tax invoice.
