Submit bids in a sealed envelope clearly marked with tender number CES 1/2026. Deposit in Tender Box 1, Civic Centre, Berg River Boulevard, Paarl, 7620. Tender Box 1 hours: Mondays–Thursdays 08:00–16:45, Fridays 08:00–15:30 (closed weekends and public holidays). Telegraphic, telephonic, telex, facsimile, emailed, or late submissions are not accepted. Attendance at the compulsory clarification meeting on 7 May 2026 at 10:00 is mandatory; late arrival or non-attendance results in disqualification. Only one representative per bidder is allowed at the meeting.

Evaluation will follow the Preferential Procurement Regulations, 2022 (80/20 point system). Mandatory responsiveness criteria include: attendance at the compulsory clarification meeting (7 May 2026, 10:00), tax compliance at award date (per MBD 1 Part B), use of official bid documents, bid validity for 120+ days, and submission via sealed envelope in Tender Box 1 before closing time. Non-compliance with any condition may result in disqualification. The lowest or any bid will not necessarily be accepted; the Council reserves the right to accept any part of a bid.

Supply and delivery of manhole covers and frames for a period up to 30 June 2029. Bidders must comply with all relevant specifications provided in the tender documentation. Deliverables must meet the municipality’s technical and quality standards as outlined in the official bid documents.

Bidders must be registered on Drakenstein Municipality’s supplier database. Tax compliance as per MBD 1 (Part B) is mandatory; no contract will be awarded to non-compliant bidders. Bids must adhere to the General Conditions of Contract (GCC) and special conditions for bidding. Responsiveness criteria in the tender document must be met.
