• Bid documents can be obtained from the Municipality offices from 05 Feb 2026, Monday‑Friday 08:00‑16:30, by paying a non‑refundable deposit of R560 (cash or bank‑guaranteed cheque). They can also be downloaded free of charge from www.etender.gov.za.
• All required returnable documents (list in Part 2) must be completed, certified (certificates not older than 3 months), initialed on every page and signed where required.
• Bids must be submitted in a sealed envelope clearly marked with the project number (LIM473/CABINET/25/26/023) and description, and placed in the tender box at:

• No telephonic, telex, fax or e‑mail submissions are accepted.
• Use only a black pen; any correction pen (Tippex) is prohibited and must be signed by the authorised person.
• The closing date is 13 February 2026 (time as stated in the Bid Notice). Late submissions will be rejected.
• Bids are valid for 90 days. Failure to provide any mandatory document or to comply with the submission instructions will result in automatic disqualification.

• Evaluation is conducted in two gates:

Gate 1 – Pre‑qualification: verification of mandatory documents (CSD registration, CIPC registration, tax clearance, municipal rates, ID copies, JV agreement, etc.). Non‑submission or incomplete documents leads to disqualification.

Gate 2 – Scoring: 80 points for price and 20 points for Municipal Specific Goals (Black People 4, Youth 4, Women >50 % 2, SMMEs 4, Persons with disability 2, Local enterprises 4). Total of 100 points for functionality; the lowest price is not automatically accepted.

• Tie‑breakers: if total points are equal, the bidder with the higher specific‑goals score wins; if still equal, award is decided by lot.
• Bids are evaluated on a 100‑point functionality scale and an 80/20 price‑goals system as stipulated in the Bid Notice.

Scope: Supply, installation and delivery of a filling cabinet for a mobile office, including:

• Archival room with wooden filling cabinets (9.3 m × 7 m) and a tandem (double) installation with 16 bays (2 bays wide) high‑density mobile filling cabinet (2320 H × 2200 W × 4450 L mm) with solid back, base unit, static bay and lock box.
• Each bay has 5 shelves (6 openings), 360 mm deep, light‑oak finish; total of 32 filling bays.
• All necessary accessories, installation, and commissioning as instructed by the Municipality.

Contract: One‑off project; work performed as per official municipal order. Contractor must sign the written contract form (MBD7).

• Pricing must include VAT at 15 % and be presented in the format shown in Part 4 (total price, VAT, grand total).
• Payment will be made within 30 days of receipt of a tax‑compliant invoice.
• No specific performance bond or guarantee is mentioned in the document.
• Bidders must submit the R560 deposit for obtaining bid documents (non‑refundable).

• Mandatory registration on the Central Supplier Database (CSD).
• Valid CIPC company registration documents (including directors’ details).
• Tax clearance certificate and municipal rates clearance (not older than 3 months; no arrears >90 days).
• Proof of B‑BBEE status (verification certificate or sworn affidavit) to claim preference points.
• Completion of the compulsory Enterprise Questionnaire (including conflict‑of‑interest disclosures).
• No listing on the Register of Bid Defaulters (Prevention and Combating of Corrupt Activities Act 2004).
• No conflict of interest with the Municipality; directors must not be state employees.
• All supporting documents must be certified and not older than 3 months.
