• Evaluation follows a multi-stage methodology: administrative responsiveness, substantive responsiveness, technical/functionality threshold, weighted scoring, objective criteria, post-tender negotiations (if needed), and award.
• Stages may be conducted in parallel to expedite process.
• Detailed scoring guidelines provided for technical criteria such as Capital and Maintenance Cost Methodology (Concise, Good, Average) and Financial Viability (assumptions and mitigations).

• Bidders must demonstrate minimum 2 years' experience in proposed use, supported by company profile and verifiable documents.
• Submit at least 2 reference letters not older than 5 years, detailing customer information, project scope, and duration.
• Provide a bank rating issued by a financial institution, not older than 3 months.
• Business Plan must show alignment with Port Development Framework Plan, market analysis, value to port operations, capital and maintenance expenditure plans, and financial viability.

• Use the prescribed rental offer schedule in Section 4. Include monthly rental rate per square meter, VAT, total monthly rental, escalation rate, and annual breakdown for years 1-5.
• Ensure annual escalation is included in overall offer.
• All amounts in South African Rand, inclusive of VAT.
• Deviation from the schedule may result in bid being declared non-responsive.

• Transnet seeks information on bidder's environmental commitments, including waste disposal, recycling, and energy conservation.
• A Draft Environmental Management Plan is included as Annexure 2.

• The successful bidder will be bound by Transnet's Standard Lease Agreement (Annexure 3), General Bid Conditions (Annexure 4), and other conditions in the RFP.
• Lease is 'as is' (voetstoots); bidder responsible for all refurbishment, repairs, upgrades, and capital improvements at own cost.
• Beneficial occupation may be negotiated; bidder liable for property holding costs during this period.
• Bidder must inspect property prior to submission.
• Transnet reserves rights to modify RFP, reject non-conforming proposals, disqualify late submissions, award partially, split award, cancel process, validate information, request financial statements, negotiate terms, and restrict bidders for non-compliance.
• Legal review: Any changes to standard lease terms subject to Transnet Legal Counsel approval.
• Breach of law: Bidders must declare if found guilty of a serious breach of law in preceding 5 years.
