2. Phase 2 – Technical/functional compliance (Annexures A & B). Bidders must score at least 70 points out of 100 on functionality; otherwise they do not proceed to Phase 3.
3. Phase 3 – Price (80 points) and Specific Goal (20 points) evaluation. The total score is out of 100.
