Submit bids by hand delivery to Umjantshi House, 30 Wolmarans Street, Braamfontein, Johannesburg, on or before 29 May 2026 at 12:00 noon. Sign the submission register upon delivery. Use only the official forms provided—do not re-type or alter them. Late bids will be rejected. Include all mandatory returnable documents (e.g., SBD1, SBD4, declarations, pricing schedule in Section 7); failure to submit these will disqualify your bid. Do not reference other quotations or proposals. Enclose bids in a sealed envelope. Any attempt to canvass PRASA employees during the evaluation period may disqualify your bid. Bids must comply with the Preferential Procurement Policy Framework Act, 2000, and PRASA’s General Conditions of Contract.

Evaluation is a two-stage process: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals). Stage 1A (Mandatory Requirements): Automatic disqualification if any of the following are missing: (a) Valid SAQA Unit Standard ID 229998 accreditation; (b) Valid SETA accreditation for Assessor/Facilitator and Moderator; (c) Completed pricing schedule (Section 7); (d) Three signed reference letters (on client letterhead) confirming completion of Working on Heights training within the past 3 years, including duration and contact details. Stage 1B (Other Mandatory Requirements): PRASA may request missing documents within 3 working days; failure to comply results in disqualification. Requirements: (a) Valid SARS TCS PIN or CSD registration number; (b) All RFQ documentation completed, including declarations; (c) Signed Joint Venture/Consortium/Subcontract Agreement (if applicable), indicating the leading bidder. Stage 2 (Scoring): Price (80 points) and Specific Goals (20 points). Price scoring uses the 80/20 preference point system: Ps = 80 x (1 - (Pt - Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid price. Specific Goals: 10 points for B-BBEE Level 2 or above (submit certificate/affidavit); 10 points for rural ownership (submit municipal/ESKOM bill or letter from Induna/Chief confirming address, not older than 3 months). Objective criteria may justify awarding to a lower-scoring bidder (e.g., track record, spreading awards, avoiding concentration).

Scope: Deliver 'Explain and Perform Fall Arrest Techniques When Working at Height' training, fully aligned with SAQA Unit Standard ID 229998. Target audience: PRASA employees with no prior knowledge of working at height procedures (not a refresher course). Duration: 4 days. Delivery method: Combination of classroom instruction, practical exercises, and simulations. Location: Braamfontein. Modules to cover: (1) Explain the use and limitations of fall arrest equipment and fall arrest plans; (2) Inspect, assemble, and store fall arrest equipment; (3) Select suitable anchor points; (4) Use fall arrest systems with a double lanyard; (5) Use pre-installed vertical and horizontal lifelines. Training must include course learning materials. Cost-effectiveness is required, with detailed pricing via the provided BOQ/Pricing Schedule (Section 7). Number of candidates: 12 per session. Facilitator, Assessor, and Moderator roles must be filled for 5 days. Refreshments must be provided for 5 days.

Prices must be quoted in South African Rand (ZAR), inclusive of VAT (15%). Price offer must be firm, with a clear cost breakdown and indicated basis. Submit pricing strictly in the provided BOQ/Pricing Schedule (Section 7); deviation may result in disqualification. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate a market-related price with the highest-scoring bidder or subsequent bidders if the initial price is deemed non-market related. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. Validity period: 60 working days from closing date, with possible extension requests. Price escalation basis and formula must be indicated if applicable.

Mandatory compliance: (1) Register on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/ (foreign suppliers with no local entity in RSA are exempt). (2) Submit valid Tax Compliance Status (TCS) PIN (via SARS e-filing at www.sars.gov.za) or CSD number if TCS PIN is unavailable. For consortia/joint ventures/subcontractors, each party must submit a separate TCS certificate/PIN/CSD number. (3) B-BBEE: 10 points for Level 2 or above (submit valid certificate or affidavit). (4) Rural ownership: 10 points for businesses owned by people in rural areas (submit municipal/ESKOM bill or letter from Induna/Chief confirming residential address, not older than 3 months). Disqualification risks: (a) Bidders in the service of the state, or companies with directors/members in state service, are ineligible; (b) Failure to comply with tax, CSD, or B-BBEE requirements; (c) Incomplete or missing declarations (e.g., SBD4, PEP/PIP disclosure, Joint Venture Agreements); (d) Listing in the Register for Tender Defaulters or Restricted Suppliers.
