Sign language training for 30 KZN department of public works employees

The KZN Department of Public Works and Infrastructure requires the training of 30 employees in sign language. The training must be divided into three classes across three venues: Ulundi, Ladysmith, and Pietermaritzburg. The Department will provide the venues, while the service provider must supply all training materials, facilitator services, and certificates.

Submit completed and signed SBD forms: SBD 1 (Invitation to Bid), SBD 1 (Terms and Conditions for Bidding), SBD 3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6 (Registration on Central Suppliers Database), SBD 6.1 (Preference Points Claim Form), and SBD 7 (Declaration that CSD information is correct and up to date).

• Bids must be delivered in a sealed envelope to the bid box at: 191 Prince Alfred Street, Pietermaritzburg 3200 by 11h00 on 11 June 2026.
• Late, faxed, emailed, or telexed bids will not be accepted.
• Each page of the bid document must be initialed. Photocopies of original bid documents may be used, but original signatures are required.
• Do not retype or redraft bid forms. Ensure all documents are complete and correctly labeled with the bid number (ZNQ 10/26/27) and closing date.
• Use of correcting fluid is prohibited. Any alterations must be initialed.
• Failure to comply with these instructions will result in immediate disqualification.

Evaluation follows a two-phase process:

Phase 1: Administrative Compliance (Mandatory)

• Correctness of bid documents.
• Compliance with bid regulations (registration with CSD and other prescripts).
• Submission of three (3) reference letters for similar projects of similar value.
• Failure to meet any mandatory criteria leads to immediate disqualification.

Phase 2: Mandatory and Specific Requirements

• Verifiable facilitator profile attached to the bid document.
• Facilitator must have extensive experience and be a subject matter expert.
• Certificates must be issued within one (1) month after training completion.
• Training costs must include training material, facilitator fees, and delivery costs for materials and certificates.

Scoring System:

• 80/20 Preference Point System applies (80 points for price, 20 points for specific goals).
• Specific goal: Ownership by Black People (100% applicable, 20 points). Documentary proof required: Sworn Affidavit signed and dated by Commissioner of Oaths.
• Tenderers must indicate how they claim points for each preference point system.
• Lowest acceptable tender determines the price scoring baseline.

Additional Requirements:

• Must be a registered supplier on the Central Suppliers Database (CSD).
• Must submit a valid Tax Compliance Status (TCS) PIN or CSD number.
• Must not be listed in the Register for Tender Defaulters or Restricted Suppliers.
• Must not have directors/members employed by the state.

Proposed Timeline:

• Training dates: 4-8 May 2026.

Payment Terms:

• Payment will be made after receiving certificates per group of learners, aligned with the Department’s prescribed payment run dates.

Service provider must:

• Submit three (3) reference letters for similar projects of similar value.
• Attach a verifiable facilitator profile to the bid document.
• Facilitator must possess extensive experience and be a subject matter expert in sign language training.
• Certificates must be issued within one (1) month after training completion.
• Facilitator must provide their own laptop and projector.
• Training must cover all 30 delegates, divided into three classes at Ulundi, Ladysmith, and Pietermaritzburg.

Submit SBD 3 (Pricing Schedule) with the following details:

• Firm prices only (non-firm prices will not be considered).
• Bid price must include VAT and all applicable taxes.
• Indicate a ceiling price based on the total estimated time for completion, including all expenses.
• Provide a breakdown of costs for persons involved in the project (hourly and daily rates).
• Specify phases of the project, cost per phase, and man-days to be spent.
• Travel expenses must be detailed (e.g., rate/km, total km, class of air travel) and supported by proof of expenses. Only actual costs are recoverable.
• Offer must remain valid for 90 days from the closing date of the bid.

Pricing Schedule:

• Submit SBD 3 (Pricing Schedule) with firm prices only. Non-firm prices will not be considered.
• Bid price must include VAT and all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• Offer validity period: 90 days from the closing date of the bid (11 June 2026).

Cost Inclusions:

• Training materials, facilitator fees, and delivery costs for materials and certificates.
• Travel expenses (if applicable) must be specified (e.g., rate/km, total km, class of air travel) and supported by certified invoices and proof of expenses. Only actual costs are recoverable.

Payment Terms:

• Payment will be made within 30 days after receipt of an invoice and certificates per group of learners.
• Ceiling price must be indicated, covering total estimated time for completion and all expenses.
• Breakdown of costs for persons involved (hourly/daily rates) and phases of the project (cost per phase, man-days) may be required.

Mandatory Compliance:

• Register on the Central Suppliers Database (CSD) at www.csd.gov.za. Submit CSD registration number with the bid. If not registered by the closing date, the bid will be disqualified.
• Tax Compliance: Submit a Tax Compliance Status (TCS) PIN or printed TCS certificate. Apply for TCS PIN via e-filing on www.sars.gov.za. If no TCS PIN is available, provide the CSD number.
• For consortia, joint ventures, or sub-contractors: Each party must submit a separate TCS certificate, PIN, or CSD number.

B-BBEE Requirements:

• Submit a B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs and QSEs) to qualify for preference points.
• Specific goal: Ownership by Black People (100% applicable, 20 points). Documentary proof: Sworn Affidavit signed and dated by Commissioner of Oaths.

Disqualification Criteria:

• Bidders listed in the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified.
• Bidders with directors/members employed by the state will be disqualified.
• Failure to comply with any mandatory compliance requirement will result in disqualification.

The successful bidder must:

• Sign a written contract (SBD 7) and accept full responsibility for the proper execution of all obligations.
• Ensure prices quoted cover all obligations. Any mistakes in pricing or calculations are at the bidder’s own risk.
• Payment will be made within 30 days after receipt of an invoice and certificates per group of learners.
• Offer must remain valid for 90 days from the closing date of the bid.
• Bid price must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• Travel expenses, if applicable, must be actual costs and supported by certified invoices and proof of expenses.
