• Step 3: Price (80 points) using formula PS = 80(1 - (Pt - Pmin)/Pmin); Specific Goals (20 points) per claim form.
• Step 4: Transnet may negotiate for market-related price; sequential negotiation with ranked bidders.
• Step 5: Award via Letter of Award; contract concluded.
