• Scope: Provision of Social Facilitation (SF) Services for the construction of Musa Lsen Special School, Zululand District, KZN.
• Contract Duration: 32 months (aligned with estimated construction period).
• Key Deliverables:

• Develop Stakeholder Engagement Strategies and Plans
• Conduct Social Intelligence (gather/analyse info, early warning signs, risk assessment)
• Train corporate, government, and community social engagement facilitators (SEF/SEP)
• Develop and implement Social Facilitation Strategies and Plans
• Facilitate community meetings and dialogues
• Conflict resolution and mediation
• Advise on and develop Corporate Social Responsibility (CSR) strategies/policies
• Form and train project management structures (if in construction/building sector)
• Lobby for SMME/cooperative involvement; compile their database
• Develop and monitor Social Labour Plans (especially for mining sector)
• Monitor project implementation
• Training and capacity building
• Facilitate Social Cohesion Processes
• Prepare monthly progress reports, meeting minutes, and progress certificates
• Coordinate testing/commissioning and defect rectification
• Compile and present contract close-out report

• Personnel Requirements:

• Dedicated key personnel with valid SF professional registration
• Personnel must be available full-time for project/site matters
• Replacements must have equivalent or higher qualifications/registration

• Project Construction Cost: R299,412,584.49 (VAT inclusive).

• Key personnel must have:

• Originally certified qualifications
• Valid professional registration for Social Facilitation (SF) services
• Proof of experience on construction projects (appointment letter + completion certificate)

• Bidders must demonstrate:

• Professional and technical qualifications/competence
• Financial resources, equipment, and facilities
• Managerial capability, reliability, and reputation
• Legal capacity to enter into contracts
• No insolvency, receivership, or legal restrictions

• Personnel must be dedicated to the project and available full-time. Replacements must meet or exceed original qualifications.

Costs for testing or analysis to demonstrate compliance with tender requirements are the bidder’s responsibility.

• Bid must follow the attached pricing schedule (Table 3.1), structured by phases:

• Phase 1: Planning and Mobilisation (e.g., training, workshops, reports, travel)
• Phase 2: Implementation and Monitoring (e.g., site monitoring, reports, travel)
• Phase 3: Project Completion and Handover (e.g., PSC dissolution, final reports, travel)

• All costs (including VAT, work expenses, and risks) must be included. No additional payments will be made.
