Submission method - physical delivery only: documents sealed in an envelope and deposited in the bid box. - Bid box: department of agriculture and rural development, training centre building, cnr onkgopotse tiro road and moshoeshoe drive, mmabatho (coordinates s 25°50'10.5", E 25°36'16.6"). - Postal address: private bag x2039, mmabatho, 2735. - Emailed, faxed, telephonic, telegraphic, telex and electronic bids will not be considered. - Closing: 13 november 2026 at 11:00 (telkom time 1026). The bid box is locked at 11:00 and late bids are rejected. Document preparation - all attached forms must be completed in full and signed in black ink by a duly authorised official. - The official forms and the specification may not be retyped; they must be completed manually. - Proof of authority to sign (for example a company resolution) must be submitted. - Bid prices must be quoted in south african rand and be VAT inclusive. - Bids remain valid for 90 days. Returnable documents - sbd 1 (invitation to bid): bidder and contact details, signed as the offer. - Sbd 4 (declaration of interest): discloses state employment and any connection to staff of the department or interest in a related enterprise; a false or incomplete disclosure eliminates the bid. - Sbd 6.1 (Preference points claim): claims points for the stated specific goals. - Copy of the company csd registration report. - SARS tax pin. - Specification and general conditions of contract as issued. Joint ventures - signed joint venture agreement. - Joint venture registered on the csd with a tax compliance status, with both parties making full sbd 4 disclosures. Disqualification risks - late submission, or submission by any channel other than the bid box. - Any mandatory document or sbd form omitted, unsigned or incomplete. - Retyped or altered official forms. - Fraudulent, inaccurate or misrepresented information, including false sbd declarations. - Not registered on the csd, or listed on national treasury's database of restricted suppliers. - Any director, member or owner who is employed by the state.
