Aemfc requires a service provider to supply, install and maintain vehicle tracking devices across its 15-vehicle fleet for three years (36 months), with vehicles split between vlakfontein mine near ogies in mpumalanga and the head office in midrand. The service must deliver nationwide urban and rural coverage, high recovery rates, geofencing, panic buttons, crash detection, tamper alerts and driver behaviour reporting, with insurer-recognised devices and ongoing maintenance. Bids close on 27 october 2026 at 12:00 and must be emailed to [email protected]; NO briefing session is held. The most consequential consideration is that four documents — sbd 1, the completed pricing schedule, the installation technician's qualifications and psira registration — are mandatory, and any one of them missing at closing disqualifies the bid.
Closing and submission: 27 October 2026 at 12:00, by email to [email protected] only — late bids and bids sent to any other address are disqualified. No briefing session is held. Clarification enquiries close 22 October 2026 at 12:00 via [email protected].
Mandatory returnable documents (missing any one disqualifies): SBD 1, the completed Section 4 Pricing Schedule, the qualifications of the auto technician who will perform the installations, and registration with the Private Security Industry Regulatory Authority (PSIRA).
Documents used for scoring (missing any one scores zero for that criterion): valid B-BBEE certificate or sworn affidavit, CSD registration certificate with a detailed report not older than one month, and proof of business address (municipal account or affidavit).
Evaluation: 80/20 preference point system — 80 points for price and 20 for Specific Goals (10 for a business located in Gauteng where the goods or services are required, 10 for a business located in South Africa). No minimum functionality or qualifying score applies. Price scores use Ps = 80 x (1 - (Pt - Pmin) / Pmin), rounded to two decimals.
Pricing: quote in South African Rand inclusive of VAT at 15%, strictly on the prescribed schedule — hardware for 15 units, subscriptions for 36 months, installation for 15 units, optional add-ons for 15 units and maintenance and repair, with unit prices for Year 1, Year 2 and Year 3. A different pricing format may render the bid non-responsive, and unpriced disbursements will not be accepted.
Compliance: register on National Treasury's Central Supplier Database before bidding (only foreign suppliers with no local entity are exempt) and submit a Tax Clearance Certificate or SARS Tax Compliance Status PIN, with each consortium, joint venture or sub-contractor party submitting separately. The bid must remain valid for 60 business days from closing.
Disqualifying conduct: collusion with another bidder, listing of the entity or any director on the Register of Bid Defaulters, material deviation from AEMFC's standard contract terms, and unsigned or undated returnable sections.
