Evaluation: 80/20 preference point system — 80 points for price and 20 points for specific goals (HDI 10, women 5, disability 2, youth aged 35 or younger at closing 3).
Preference claims: each claimed goal needs supporting proof, and points are forfeited if the SBD 6.1 table is left incomplete, the wrong SBD 6.1 form is used or a calculation error is made; HDI points are withheld where more than 25% of contract value is subcontracted to an enterprise qualifying for fewer equity-ownership points.
Disqualification and pricing: bids from persons in the service of the state, or from companies whose directors or members are in the state's service, will not be considered; the quotation must stay valid for 60 days, and sole agents or sole suppliers must disclose the discounted price given to other clients or their percentage net profit before tax.
