Submissions must be placed in the tender box at Blouberg Municipality, 1101 Bahananwa Road, Senwabarwana, 0790, before the closing date and time. Late submissions will not be accepted. All returnable documents listed in the tender must be completed, signed and submitted with the bid.

Bids will be evaluated on the 80/20 preference point system in terms of the Preferential Procurement Policy Framework Act (PPPFA) and the Preferential Procurement Regulations, 2022. Price accounts for 80 points and Specific Goals (B-BBEE status level of contributor) account for 20 points. A minimum functionality score of 70 out of 100 is required to qualify for the price and preference evaluation stage. Functionality criteria include: Company Experience (30 points) - proven track record in supply and delivery of ICT equipment; Delivery Capacity (30 points) - ability to deliver within the stipulated timeframe; and Warranty and Support (40 points) - provision of manufacturer warranty and after-sales support.

Pricing must be firm and inclusive of VAT, delivery, and all applicable taxes. Prices must be quoted in South African Rand (ZAR) on the SBD 3.1 pricing schedule. No price adjustments will be allowed after submission. Payment will be made within 30 days of receipt of a valid tax invoice and proof of delivery. No advance payments or deposits are permitted. Bidders must demonstrate financial capacity to fulfil the order; a bank rating letter or audited financial statements for the latest financial year may be requested.

Bidders must be registered on the Central Supplier Database (CSD) and have a valid SARS tax compliance status. A valid B-BBEE certificate or sworn affidavit must be submitted for preference points. Standard returnable forms required: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 8 (Declaration of Past Supply Chain Management Practices), SBD 9 (Certificate of Independent Bid Determination), and a Board Resolution or Authority to Sign authorising the signatory.
