Submit electronically via the Transnet eTenders management platform (https://www.transnet.net). Register on the portal, log intent to bid, and upload all bid documents before the closing time. Sign, stamp, and date the bottom of each page before uploading. All returnable documents listed in Section 5 (Proposal Form) must be included. Late submissions will not be accepted. Bids must be submitted on official forms (not re-typed). Any changes to the bid after closing will not be considered. Returnable forms include SBD1, SBD4, Certificate of Acquaintance, RFP Declaration and Breach of Law Form, Specific Goals Points Claim Form, and all annexures listed in the RFP.

Evaluation is in three stages:

• Stage 1: Test for Responsiveness – checks compliance with mandatory requirements.
• Stage 2: Functional Evaluation – minimum threshold 70%.
• Stage 3: Price and Preference – applies PPPFA preference point system.

Bidders must be juristic persons (companies, close corporations, enterprises, or unincorporated JVs/consortia). Must be registered on CSD and provide valid tax compliance status. Must not be persons in the service of the state. Valid B-BBEE certificate or sworn affidavit required. Proof of funding and financial statements required; failure may lead to disqualification.

Lease of Transnet Rail Infrastructure Manager (TRIM) siding/facility number 652377 (Panbult) for a period of ten (10) years.

The siding is leased primarily for storing, loading onto, and offloading from rail.

The dominant purpose of the leased siding must be reserved for facilitating transportation of goods.

All sidings are leased on an 'as is' basis.

Successful bidder must sign a Lease Agreement (Annexure H) with TRIM.

Bidders must complete and submit the Rental Offer (Annexure I), Detailed Investment Plan (Annexure K), Environmental Plan Requirements (Annexure L), Risk Management Evaluation (Annexure N), BCM Guidelines (Annexure O), Health and Safety Checklist (Annexure P), Company Experience Summary (Annexure Q), Individual Experience Summary (Annexure R), and Security Guidelines (Annexure S).

Bidders must provide proof of funding and financial statements. Failure to meet financial viability requirements may lead to disqualification.

The successful bidder must provide a Deed of Suretyship (security) as per Transnet General Bid Conditions, if required. The amount will be stipulated in the bid documents.

Rental offer must be submitted in the prescribed format (Annexure I).

CSD registration: Must be registered on the Central Supplier Database (CSD) and provide CSD number.

Tax compliance: Must provide SARS TCS PIN or CSD number; each JV/consortium/subcontractor party must submit separate TCS certificate/PIN/CSD number.

B-BBEE: Provide valid B-BBEE certificate issued by SANAS accredited agency or sworn affidavit (for QSE/EME).

State service prohibition: Bids will not be considered from persons in the service of the state, or companies/close corporations with directors/members who are.

Foreign suppliers: Must complete the questionnaire in SBD1 and provide proof of authority (Power of Attorney) if applicable.

Joint Ventures/Consortiums: Must submit signed JV/consortium agreement or written intention, indicating percentage split and responsibilities.

Mandatory returnable forms: SBD1, SBD4, Certificate of Acquaintance, RFP Declaration and Breach of Law Form, Specific Goals Points Claim Form, and all annexures listed in Section 5.
