The csir requires multidisciplinary professional engineering services for the detailed design of a 500 kwt circulating fluidised bed (cfb) test facility, from design inception to procurement-ready documentation, with stages 1 to 4 as base scope and stages 5 and 6 provisional and activated only by written instruction subject to funding. The plant must combust coal, biomass and coal discard at 850Β°c using limestone or dolomite sorbent, and the work covers process, mechanical, structural, electrical and control design, a hazop study, a standards compliance matrix, equipment bill of quantities, construction cost estimates and a signed close-out report. Proposals close on 06 november 2026 at 16:30 by email to [email protected], With clarifications due by 28 october 2026 at 16:30. The decisive hurdle is the technical evaluation: bidders must reach at least 70% overall and at least 50% on each criterion, with key personnel skills and experience carrying 40 of the 100 points.
Closing and submission: 06 November 2026 at 16:30, email only to [email protected], split into two separate emails β Part 1 technical proposal and Part 2 pricing plus specific goals claim. Late bids, bids sent to the wrong address, and submissions shared via WeTransfer, Google Drive or Dropbox are eliminated.
Technical threshold: minimum 70% overall and at least 50% on each criterion, scored out of 100 as implementation plan and methodology 20, company experience in CFB combustion system design 20, client references on similar projects 20, and skills and experience of key personnel 40. Bidders below either threshold are excluded before price and preference scoring.
No compulsory briefing or site visit applies; all dates and times are South African standard time.
Mandatory returnable documents listed in Annexure E must all be submitted and signed β SBD 1, SBD 4 declaration of interest, the Annexure D pricing schedule on official company letterhead, the CSD registration report for RSA suppliers, the Certificate of Acquaintance with the RFP, the Preference Point Award Form, the RFP declaration and breach of law form, and the mutual non-disclosure agreement. Any omission eliminates the bid.
Registration and tax: self-registration on the National Treasury Central Supplier Database with the unique registration reference number supplied, plus a SARS Tax Compliance Status PIN or printed TCS certificate (or CSD number where no PIN exists). No award to non-tax-compliant bidders or to bidders on the restricted suppliers database or Register of Tender Defaulters.
Pricing: strictly per the Annexure D Pricing Schedule/Bill of Quantities in South African Rand, inclusive of all applicable taxes and net of unconditional discounts, with escalation and exchange-rate exposure and the currency and rate of exchange stated. Pricing and specific goals credentials must be in a separate document and must not appear in the technical proposal.
Clarifications close 28 October 2026 at 16:30 to [email protected] using the RFP number and description as subject; direct contact with CSIR personnel involved in the tender is not permitted, and counter conditions or qualifications to the RFP conditions invalidate the bid.
