The following mandatory documents must accompany the quotation: company registration form (CIPC), company accreditation certificate for End User Computing, accreditation certificates for assessors, moderators and facilitators, latest CSD report, and fully completed SBD 4, SBD 6.1, SBD 6.2, SBD 8 and SBD 9. Non-mandatory documents include B-BBEE certification and a latest municipal account, rental invoice, lease agreement or proof of residence. Bids that fail to score a minimum of 60 out of 100 for functionality will not be considered further.

Evaluation is in three phases. Phase 0 checks administrative and mandatory criteria. Phase 1 scores functionality out of 100: experience (50 points) and capacity and experience of the team (50 points). Bids must score at least 60 out of 100 to proceed. Phase 2 applies the 80/20 preference point system: price (80 points), B-BBEE status (up to 10 points), and locality (up to 10 points). B-BBEE points: level 1 = 10, level 2 = 9, level 3 = 7, level 4 = 6, level 5 = 4, level 6 = 3, level 7 = 2, level 8 = 1, non-compliant = 0. Locality points: within local municipality = 10, within district municipality = 5, within the province = 2, outside Limpopo or no proof = 0.

The appointed service provider will deliver End User Computing Level 3 (21 credits) training for 10 learners. Training comprises 30% theory and 70% practical. The provider must provide learner support to ensure successful completion within prescribed timeframes, identify learners with special education needs and implement remedial interventions, provide stationery and learning materials, submit monthly progress reports, issue learner enrolment and completion reports, and provide assessment, moderation and a close-out report at the end of the project. The college provides the training venue.

Reference or testimonial letters from previous or current clients on the client's letterhead are required for experience scoring.
