Supply and delivery of 76 laptops to winnie madikizela-mandela local municipality — 13 high-specification touchscreen units (intel core i7, 16gb memory, 1tb drive) and 63 standard units (intel core i5, 8gb memory, 500gb drive), all running windows 11 pro with a 3-year next business day onsite warranty and carry bags — plus supply and configuration of tracking and device management software across all 76 machines. Bids close on 23 october 2026 at 12:00 and are accepted by email only. The decisive hurdle is functionality: a bid must score at least 70 of 100 to proceed, with 40 points resting on appointment letters or purchase orders of at least r500 000 each and 50 points on supplier letters confirming the bidder is a computer reseller. Local content must be 100% and preference points are claimed under the 80/20 or 90/10 system.
Closing and submission: 23 October 2026 at 12:00, emailed to [email protected] only; late, hand-delivered, incomplete and facsimile bids are rejected, and only the original municipal bid document may be used.
Functionality gate: minimum 70 of 100 points on functionality or the bid is disqualified before price is considered; price and specific goals are then scored 80/20 or 90/10.
Experience evidence: appointment letters or purchase orders of at least R500 000 each with contactable references, at least two of which must be from organs of state, and reference letters not older than 3 months — 4 letters score 40 points, 3 score 20, 2 score 10, and 0 to 2 score 0.
Reseller and delivery proof: two or more letters from a supplier confirming the bidder is a computer reseller (50 points) and a signed confirmation of ability to deliver within 14 days of appointment (10 points).
Local content and VAT: minimum local content threshold of 100%; a bidder with taxable turnover above R2.3 million must be VAT registered or risk exclusion as non-compliant.
Municipal accounts: no undisputed municipal account may be overdue by more than 30 days — a billing clearance certificate or accounts statement plus a signed letter confirming no account is more than 30 days in arrears on the closing date is required.
Returnable pack: completed original municipal document with MBD 1, MBD 4, MBD 6.1, MBD 8 and MBD 9, CSD registration proof, valid SARS tax compliance PIN, entity registration documents and certified director identity copies not older than 3 months; unauthorised alterations to the bill of quantities or quotation invalidate the bid.
