• The proposal must be deposited in the tender box situated at the reception of RAF at the below address:

Valid FSCA license; registered on National Treasury Central Supplier Database; tax compliant with SARS; not on Restricted Suppliers/Tender Defaulters register; must submit all required SBD forms (1, 3.1, 4, 5, 6.1); for joint ventures/consortia, each party must submit separate tax compliance documents; international suppliers may be exempt from some requirements but must complete foreign supplier questionnaire.

• Scope: Provide intermediary/brokerage services for insurance and reinsurance to the RAF for a five-year period.
• The broker must be registered with the Financial Sector Conduct Authority (FSCA) and have expertise in insurance/reinsurance brokerage.
• Key services include:

• Securing and managing reinsurance coverage for third-party bodily injury claims.
• Placing and managing short-term insurance (Directors & Officers, Rent-a-Captive, asset insurance, etc.).
• Handling claim recoveries from reinsurers.
• Providing trend analysis, risk management, and regular reporting (quarterly progress reports, annual post-renewal reports).
• Administering reinsurance treaties and facilitating handover from previous providers.

• Deliverables: Pre-renewal market surveys, policy document preparation, claims management, liaison with markets, and innovative solutions.
• Monitoring: Performance will be monitored via Service Level Agreement adherence, including regular meetings and reports.

• Company experience: Minimum 5 years in insurance and reinsurance brokerage, supported by a company profile and list of relevant projects with client details.
• Key personnel:

• Client Executive/Director: Minimum 5 years experience in insurance/reinsurance brokerage.
• Actuarial Resource: Minimum 3 years experience in actuarial modelling and a degree in Actuarial Sciences, Statistics, or Mathematics.
• Four additional resources with experience in insurance/reinsurance or risk financing.

• Track record: Provide at least three client reference letters (not older than 24 months) for both insurance brokerage and reinsurance brokerage services, each with full project and client details.

• Use SBD 3.1 Pricing Schedule for firm prices only.
• Prices must include all applicable taxes and delivery costs.
• Non-firm prices (including those subject to exchange rate variations) will not be considered.
• The bidder should consider the historical reinsurance data (provided) when structuring pricing.

• Pricing must be submitted on SBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices are accepted; prices subject to exchange rate variations are not considered.
• All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the bid price.
• All delivery costs must be included in the bid price.
• The successful bidder may be required to submit a performance guarantee to the dti as part of the National Industrial Participation (NIP) programme obligations.
• The bidder must have fidelity insurance and professional indemnity.

• Mandatory documents: Completed SBD 1, SBD 4, SBD 6.1, proof of CIDB registration (if applicable), and Tax Compliance Status (TCS) Pin or CSD number.
• Tax compliance: Bidders must submit a valid SARS TCS Pin or CSD number. Joint ventures/consortia must submit separate TCS Pins/CSD numbers for each party.
• Central Supplier Database (CSD) registration is mandatory.
• B-BBEE: Preference points are claimed via SBD 6.1 for specific goals (ownership by historically disadvantaged South Africans, women, persons with disabilities).
• The bidder must be a registered service provider in terms of applicable South African laws.
• The bidder must have a valid FSCA FAIS licence to operate as a financial services provider.
• Companies or directors listed on the National Treasury register of Restricted Suppliers/Tender Defaulters will be disqualified.

1.1 The following preference point systems are applicable to invitations to tender:

• the 80/20 system for requirements with a Rand value of up to R50 000 000 (all applicable taxes included); and

• the 90/10 system for requirements with a Rand value above R50 000 000 (all applicable taxes included).

1.5 Failure on the part of a tenderer to submit proof or documentation required in terms of this tender to claim points for specific goals with the tender, will be interpreted to mean that preference points for specific goals are not claimed.

1.6 The organ of state reserves the right to require of a tenderer, either before a tender is adjudicated or at any time subsequently, to substantiate any claim in regard to preferences, in any manner required by the organ of state.

(a) “tender” means a written offer in the form determined by an organ of state in response to an invitation to provide goods or services through price quotations, competitive tendering process or any other method envisaged in legislation;

(b) “price” means an amount of money tendered for goods or services, and includes all applicable taxes less all unconditional discounts;

(c) “rand value” means the total estimated value of a contract in Rand, calculated at the time of bid invitation, and includes all applicable taxes;

(d) “tender for income-generating contracts” means a written offer in the form determined by an organ of state in response to an invitation for the origination of income-generating contracts through any method envisaged in legislation that will result in a legal agreement between the organ of state and a third party that produces revenue for the organ of state, and includes, but is not limited to, leasing and disposal of assets and concession contracts, excluding direct sales and disposal of assets through public auctions; and

(e) “the Act” means the Preferential Procurement Policy Framework Act, 2000 (Act No. ).

3.1. Points awarded for price

3.1.1 The 80/20 or 90/10 preference point systems

A maximum of 80 or 90 points is allocated for price on the following basis:

4.1. In terms of Regulation 4(2); 5(2); 6(2) and 7(2) of the Preferential Procurement Regulations, preference points must be awarded for specific goals stated in the tender. For the purposes of this tender the tenderer will be allocated points based on the goals stated in table 1 below as may be supported by proof/ documentation stated in the conditions of this tender:

4.2. In cases where organs of state intend to use Regulation 3(2) of the Regulations, which states that, if it is unclear whether the 80/20 or 90/10 preference point system applies, an organ of state must, in the tender documents, stipulate in the case of—

(a) an invitation for tender for income-generating contracts, that either the 80/20 or 90/10 preference point system will apply and that the highest acceptable tender will be used to determine the applicable preference point system; or

(b) any other invitation for tender, that either the 80/20 or 90/10 preference point system will apply and that the lowest acceptable tender will be used to determine the applicable preference point system,

then the organ of state must indicate the points allocated for specific goals for both the 90/10 and 80/20 preference point system.

• The successful bidder will be required to sign a written contract (SBD7).

• The RAF will verify CSD registration and tax compliance before award; non-compliant bidders have 7 working days to rectify.
• The bidder must have fidelity insurance and professional indemnity.
• False declarations may lead to bid rejection, contract cancellation, and potential restriction from public sector business.

The proposal submitted by the supplier must be valid for a period of 90 days, from the closing date for the submission of proposals.
