Submit quotations electronically to [email protected] before 12 June 2026 at 11h00. Quote must remain valid for 90 days from closing date. Required documents: Completed Bidder Information Sheet (in block letters), signed and submitted with quotation. Include: Name of bidder, postal address, full street address (domicilium citandi et executandi in RSA), authorised representative details (full name, email, telephone, cell phone), capacity of signatory, bidder registration number, VAT registration number (if applicable), CSD registration number, bid total (VAT and taxes included), and signature/date of authorised representative. Non-compliance with submission format, missing documents, or failure to follow electronic submission may lead to disqualification.

Evaluation will follow Preferential Procurement Regulations of 2022. Mandatory compliance checks: Registration on Central Supplier Database (CSD), valid Tax Clearance Certificate, valid B-BBEE Certificate or sworn affidavit. Technical requirements: Must attend compulsory site meeting on 01 June 2026; must have equipment capable of drilling to 40m depth in sandy conditions (mud rotary method recommended). Bidders must declare any state employment or relationships with evaluators via SBD 4 Declaration of Interest. Failure to meet mandatory criteria or submit required declarations may result in disqualification. Denel reserves the right not to award to the lowest bidder or highest scorer, or to award parts of the bid to different bidders.

Scope: Drilling and commissioning of 2 x boreholes at Denel Aerospace Overberg Test Range, Arniston, Western Cape. Sites: Adjacent to Fire Reservoir and WF Reservoir. Each borehole: Maximum depth 40m, internal PVC casing diameter ≥230mm, concrete platform (600mm width x 600mm length x 200mm high). Drilling method: Mud rotary with screens and casings (recommended for sandy environments to prevent collapse). Testing: Step-test and constant discharge rate pumping tests required to determine sustainable yield. Equipment: Contractor must provide all labour, transport, plant, tools, materials, chemicals, and a generator-powered compressor. Equipment must be pre-approved by Denel and listed in an itemized register before work begins. Inadequate or inefficient equipment must be rectified or replaced within 7 days; failure may result in contract termination. Lost boreholes: No payment for work, materials, or time if borehole is lost (e.g., irrecoverable equipment loss, accidents, failed straightness/verticality tests). Lost boreholes must be sealed with a standpipe, sanitary seal, and concrete collar (mix: water, cement, 10mm stone aggregate, clean sand). Data recording: Mandatory logs for penetration rate, formation sampling, fracture intersection, blow yield and samples, groundwater level, drilling register, and borehole completion. Contractor must establish own on-site facilities. Accommodation available at The Dunes At Arniston (at tenderer’s expense).

Pricing: Itemized pricing required (no grouping of items). Each item in the Pricing Schedule must be priced separately, including: Site establishment, steel casing, PVC casing, screen installation, plant set-up, drilling processes, steel lockable cap, drilling to 40m, filter sand (silica), foam and disinfection, concrete platform. VAT and all applicable taxes must be included in all prices. No upfront payment. Payment terms: Subject to General Conditions of Contract (July 2010) and Treasury Guidelines. Bidders must provide a detailed quote including bill of materials and total timeframe for drilling and commissioning one borehole.

Mandatory: Valid Tax Clearance Certificate, Valid B-BBEE Certificate (or Affidavit), Registration on Central Supplier Database (CSD). Bidders must complete SBD 4 Declaration of Interest to disclose: State employment (including proof of authority for remunerative work outside public sector, if applicable), relationships with evaluators/adjudicators, prior business with the state in the last 12 months, relationships with other bidders, or interests in related companies.
