Standards: SANS 10-400, Local Authority regulations, SABS 0142 (electrical), ECB Code of Conduct. Requirements: Bidder must cover all site establishment costs, minimize disruption to SAPO operations, adhere to OSH Act (Safety File, visitors register, Risk Analysis, Safety Plan, work schedule), provide COIDA and Department of Labour registration proof. Site Instruction Book (triplicate copies) must be maintained on-site. CIDB registration: Minimum Grade 1GB (General Building). Non-conforming materials/workmanship must be replaced at bidder’s cost without contract extension.
Pricing: Must be in ZAR, inclusive of all costs (labour, materials, equipment, insurance) but excluding VAT (15% to be added). Pricing Schedule (Annexure F1) must be fully completed; incomplete pricing = non-responsive bid. Payment terms: Contract price inclusive of VAT, payable within 30 days of statement date. No upfront payments. Bid validity: 120 days from closing date (may be extended if evaluation is delayed). Bidders bear all costs related to bid preparation and submission.
Mandatory: CIDB Grade 1GB registration (valid on bid closing date). CSD registration (MAAA number required; register at www.csd.gov.za). Tax compliance: TCS PIN (apply via SARS e-filing) or CSD MAAA number for verification. COIDA registration (valid certificate required). Public Liability Insurance (≥R1M, no quotes accepted). SBD1 and SBD4 forms must be completed. B-BBEE: Valid certificate (SANAS/CIPC/DTI) or Sworn Affidavit (EMEs/QSEs) for Specific Goals points. Joint ventures/consortia: Consolidated B-BBEE certificate required for points; signed JV agreement with defined roles and lead partner. Pricing must include manufacturing, delivery, installation, and application costs, excluding VAT. Submit pricing in Rand (ZAR) for all items in the BOQ. VAT @ 15% will be added to the sub-total. Do not include self-added items; only price items issued by SAPO. Final payment invoice can only be submitted once the site is clean and all building rubble is removed.
Occupational Health & Safety Act, 1993 (Act No. 85 of 1993) and Construction Regulations 2014 compliance required. Safety file must be provided. Manufacturer specifications for waterproofing materials must be followed. Guarantee on installed waterproofing is mandatory.
