• Scope: Repairs to leaking roof at stores, north and south depots, including the regional office.
• CIDB Grading Requirement: The contractor must have a CIDB grading of GB.
• Mandatory Requirements:

• Full completion of the Bill of Quantities (BOQ) or specification where applicable.
• Attendance of the compulsory site briefing on 23 July 2026.
• Attachment of datasheets, reference letters, proof of certification, proof of accreditation, and functionality requirements where applicable.

• Restrictions:

• No quotation will be considered from persons in the service of the state.
• No bidder who is blacklisted by National Treasury or any national authority for non-performance will be considered.

• The document defines a 'competitor' for the purposes of independent bid determination.
• A competitor includes any individual or organization, affiliated or not, who has been or could potentially be invited to bid, and who provides the same goods/services or is in the same line of business.

• Use the mandatory Pricing Schedule (MBD 3.1) for firm prices.
• Only firm prices are accepted. Non-firm prices, including those subject to exchange rate variations, will not be considered.
• The schedule must include item number, quantity, description, unit price, and total price.
• Sub-total, VAT at 15%, and grand total (including all taxes) must be calculated.
• Bidders must declare that their municipal rates and taxes are not in arrears for more than three months.

• Pricing: Submit firm prices only. Prices subject to exchange rate variations or other fluctuations are not acceptable.
• Format: Use the provided Pricing Schedule (MBD 3.1). If different delivery points influence pricing, submit a separate schedule for each.
• Taxes: The total quotation must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF contributions, skills development levies). Failure to include these leads to disqualification.
• Delivery Costs: All delivery costs must be included in the bid price.
• Financial Standing: Bidders must provide a municipal rates and taxes statement not older than 3 months and not in arrears for more than 90 days.

• Central Supplier Database (CSD): All suppliers must be registered on the CSD. Provide your MAAA Supplier Number as proof.
• Tax Compliance: Submit an original valid Tax Clearance Certificate or valid SARS PIN.
• B-BBEE: Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide. Non-compliant affidavits will score zero.
• Company Registration: Provide company registration documents with ID copies of all directors/shareholders.
• Declarations: Complete and sign the mandatory declaration forms: MBD 4 (Declaration of Interest), MBD 8 (Past SCM Practices), and MBD 9 (Independent Bid Determination).

• The offer must comply with the attached specification and all conditions/clauses in the tender documents.
• The bidder must indicate brand, model, country of origin, and confirm compliance with specifications.
• Any deviations from the specification must be clearly indicated.
• The period required for delivery must be stated, and delivery must be firm.
• The delivery basis must be specified.
• All delivery costs are to be included in the bid price.

• The 80/20 preference point system applies for contracts valued up to R50 million.
• The 90/10 system applies for contracts above R50 million.
• For this tender, the applicable system will be determined by the lowest acceptable tender received.
