The bid is evaluated in two stages.

Stage 1 – Administrative and functional compliance: Bidders must submit all mandatory documents listed in the returnable documents. Failure to submit any mandatory document eliminates the bid from further evaluation. Bidders must be registered with CIDB in the correct grading (2GB or higher) and the status must be active at award stage. Bidders must be a legal entity.

Stage 2 – Price and Specific Goals (80/20 system):

• Maximum points for specific targeted goals: 20

The 80/20 preference point system applies as per the PPPFA Regulations 2022. The formula for price scoring is: A = (1 - (P - Pm)) / Pm, where P is the tender price and Pm is the lowest responsive price. Scope: Minor repairs and maintenance to Qumanco J Tribal clinic (Intsika Yethu sub-district) in Chris Hani District, Eastern Cape.

Construction period: 4 months.

Contract: JBCC Edition 6.

The works include installation of roof sheeting as part of the scope.

Bidders must submit a Programme of Works showing understanding of activities.

The amount on the Form of Offer and Acceptance (Part C1.1) takes precedence over any other total amount.

The preferred tenderer will be required to submit an approved insurer undertaking for a Performance Bond/Guarantee/Surety/Security.

Payment: The employer will compensate according to JBCC Edition 6.

CSD registration: Bidders must be registered on the National Treasury Central Supplier Database and submit a full CSD report showing tax compliance with SARS. Joint ventures must submit separate CSD reports for each partner.

Tax compliance: Bidders must have a valid SARS Tax Compliance Status PIN or TCS certificate, or provide a CSD number. Tax matters must be in order; preferred bidders will be given 7 days to rectify if not.
