Submit one original bid in a sealed envelope endorsed "ORIGINAL BID FOR BID: WTE-0575 CS : SUPPLY AND DELIVERY OF CRUSHED 19MM STONE FOR NCORA IRRIGATION SCHEME: CANAL REHABILITATION AT NCORA IN THE EASTERN CAPE FOR DWS CONSTRUCTION SOUTH" with the bidder's name clearly shown.

Deposit in the bid box at 4-6 Alkmaar Street, Daljosaphat, Paarl, or deliver to the Supply Chain Management Office, by 11:00 on 10 September 2026.

Bids must be on the official forms, not retyped. All blanks must be filled. The Pricing Schedule (SBD 3.1) must be fully completed and priced. Do not separate or detach any pages.

Returnable forms (all must be completed, signed, and submitted):

• SBD 1 (Invitation to Bid): signed as the offer cover page.
• SBD 3.1 (Pricing Schedule): fully completed and priced.
• SBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at the department.
• SBD 6.1 (Preference Points Claim): claims B-BBEE and specific-goal points under the 80/20 system.
• Proof of authority to sign (e.g., board resolution).
• CSD report.
• SARS Tax Clearance letter and PIN.
• CIPC / CIPRO certificate.
• B-BBEE Status Level Verification Certificate (original or certified copy).
• For joint ventures: original or notarially certified joint venture agreement and authorisation certificates from each party.

Disqualification risks:

Four-phase evaluation:

Phase 1 – Mandatory Requirements: SBD 4 must be complete and signed. Failure disqualifies.

Phase 2 – Administrative Compliance: CSD registration, SARS tax compliance (verified via CSD and SARS), active CIPC registration, B-BBEE certificate, proof of authority to sign, and completed SBD 1, SBD 3.1, and SBD 6.1.

Phase 3 – Technical Evaluation and Specification Compliance: Bidders must indicate compliance in Technical Information, Section 3.2.14. Bidders that pass Phases 1 and 2 will be requested to submit samples of crushed 19mm stone. Samples must meet the Technical Specification and Particular Specification. Failure to submit samples within 5 days of request renders the bid non-responsive.

Phase 4 – Preference Points System: 80/20 system – maximum 80 points for price, 20 points for specific goals. Specific goals and maximum points: Women ownership (5), People with disability ownership (5), Youth ownership (5), Location of enterprise – Eastern Cape (2), B-BBEE status level 1 or 2 who are QSE or EME (3). Points for ownership goals are calculated pro-rata based on percentage shareholding.

Supply and delivery of crushed 19mm stone for the Ncora Irrigation Scheme: canal rehabilitation at Ncora in the Eastern Cape for DWS Construction South.

Bidders must indicate compliance in Technical Information, Section 3.2.14.

Samples of crushed 19mm stone will be required from bidders that pass Phases 1 and 2. Samples must meet the Technical Specification and Particular Specification.

Pricing must be submitted on the Pricing Schedule (SBD 3.1). The schedule must be fully completed and priced. Failure to do so invalidates the bid.

Payments under the contract will be made by Electronic Fund Transfer.

CSD registration: Must be registered on National Treasury's Central Supplier Database and submit a CSD report.

Tax compliance: Must be tax compliant with SARS. Submit a SARS Tax Clearance letter and PIN. Tax status will be verified through CSD and SARS.

CIPC registration: Must have active registration with the Companies and Intellectual Property Commission. Attach a copy of the CIPC / CIPRO certificate.

B-BBEE: Submit an original or certified copy of a B-BBEE Status Level Verification Certificate. Failure to submit forfeits preference points.

Authority to sign: Submit a letter of appointment or board resolution authorising the signatory.

SBD 1, SBD 3.1, SBD 6.1: Must be completed, signed, and submitted.

SBD 4: Must be completed and signed.

No persons in the service of the state, or companies with directors who are, may bid.

Bidders may claim preference points for specific goals: ownership by women (max 5 points), people with disabilities (max 5 points), youth (max 5 points), location of enterprise in Eastern Cape (max 2 points), and B-BBEE status level 1 or 2 who are QSE or EME (max 3 points). Points for ownership goals are calculated pro-rata based on percentage shareholding. Supporting documentation: Percentage Ownership Affidavit (Annexure 1), Location of Enterprise Affidavit (Annexure 2) with proof of premises, and a valid B-BBEE verification certificate or sworn affidavit for EME/QSE.

The contract is governed by the National Treasury General Conditions of Contract (NT GCC) July 2010 edition, supplemented by any Special Conditions of Contract. The General Conditions of Contract SAICE 2010 Edition also forms part of the contract documents. Where there is a conflict, the Special Conditions of Contract prevail.

Bidders must ensure compliance with their tax obligations. Submit a unique SARS PIN to enable verification of taxpayer profile and tax status.
