• Submit sealed envelopes containing the completed official NMBM bid forms (no re‑typing).
• Envelope must clearly state the contract number (e.g., SCM/1372/C/20) and description.
• Deliver to either:

– Supply Chain Management Office, Harrower Road North End, Gqeberha 6001, or

– Supply Chain Management Purchase Office, 17 Sellick Street, Kariega, between 08:00 and 16:00 on weekdays.

• Deadline: 03 September 2026, 11:00 am (no extensions; late submissions will be rejected).
• Tender fee must be paid in advance (cash/cheque or bank transfer) and proof of payment attached.
• All bidders must be registered on the Nelson Mandela Bay Municipality supplier database (call 041‑5063274/3266 to register).
• Attendance at any compulsory site‑briefing/clarification meeting is mandatory; bids from non‑attendees will be disqualified.

Eligible tenderers must: (1) Possess a CIDB contractor grading designation of 6 CE or Higher; (2) Be registered on the NMBM supplier's database prior to tender submission; (3) Have paid the required non-refundable tender fee with valid proof of payment; (4) Submit bids on official NMBM forms (no retyped or copied versions accepted); (5) Meet all requirements set out in the NMBM Supply Chain Management Policy, including Section 22(1)(b)(ii), (iii), and (iv) regarding bid documentation and compulsory site meetings.

Scope: Framework agreement for the construction of civil engineering services graded 6CE or higher for human settlements across the Nelson Mandela Bay Municipality.

Key requirements:

• Work must comply with CIDB standards (CIDB validity 90 days, grading 6).
• Deliverables include design, construction, and monitoring of civil engineering works for identified sites.
• Contractors must hold the appropriate CIDB grading and be registered on the NMBM supplier database.
• Projects will be allocated under contract number SCM/1372/C/20.
• All works must meet municipal specifications and applicable South African building codes.

• Must be registered on the Nelson Mandela Bay Municipality supplier database (registration phone 041‑5063274/3266).
• Use only the official bid forms supplied by the municipality; re‑typed forms are not accepted.
• Must hold a valid CIDB registration with grading 6 (validity period 90 days).
• B‑BBEE preference points apply as per the municipality’s SCM policy – obtain the formula from the SCM Director.
• All bidders must comply with standard tax, CSD, and statutory requirements (implicit).
