Bidders must submit a completed quotation by email before the closing time, with all required forms and supporting documents. The most consequential consideration is the strict submission deadline and the requirement to submit all mandatory forms and tax compliance details, as any omission or late submission will disqualify the bid.
Closing: 22 October 2026 at 23:00, submit by email to [email protected]; late bids are not accepted.
Mandatory forms: complete and return SBD 1, SBD 4, SBD 6.1, SBD 7.2, Authority to Sign/Board Resolution, and GCC; bids not on official forms or missing forms will be disqualified.
Tax compliance: provide SARS TCS PIN or printed TCS certificate, or CSD number if no PIN; each consortium/JV/subcontractor party must submit separately.
Preference points: 80/20 system (price 80, specific goals 20); claim points for HDI (10), female (5), disability (2), youth (3) with required proof (ID, company registration, doctor's letter); failure to submit proof or complete the table forfeits those points.
Quote validity: 60 days from closing date; sole agents/suppliers must disclose market price after discount or net profit percentage before tax.
No state employees: bids from persons in service of the state, or companies/CCs with such directors/members, are disqualified.
No briefing or site visit is scheduled; technical enquiries to Mugwabana Makondelele (082 379 4527, [email protected]), bid enquiries to Tshegofatso Motiang (015 495 1853, [email protected]).

B-BBEE Requirements
Source: 5 2 1 1 2026 2027 58.pdf (TENDER)A B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted in order to qualify for preference points for B-BBEE. Preference points for specific goals are allocated as follows: HDI — 10 points; female — 5 points; disability — 2 points; youth (not older than 35 years on the closing date) — 3 points. Points claimed are calculated as percentage ownership equity × the allocated points ÷ 100. Proof required per claim: HDI — copy of Identity Document and company registration document; female — copy of ID and company registration document; disability — certified copy or original doctor's letter confirming the disability; youth — copy of ID and company registration document. The Department will use the Central Supplier Database and documents submitted by the tenderer to verify points claimed. Failure to submit proof, to fully complete the specific goals table, or to submit the correct SBD 6.1 form as issued by the Department will result in no points being awarded for specific goals. A tenderer will not be awarded HDI points if it intends sub-contracting more than 25% of the contract value to an enterprise that does not qualify for the same or more equity ownership points, and a tenderer awarded a contract on the basis of HDI preference may not subcontract more than 25% of the contract value to a non-HDI or to a tenderer not qualifying for the same or more equity ownership preference. A consortium or joint venture may claim points for specific contract participation goals based on the percentage of contract value managed or executed by its members. Tenderers must indicate whether any portion of the contract will be sub-contracted, and if so the percentage, the name of the sub-contractor and the HDI points claimed by the sub-contractor.
