Submit electronically via the Transnet eTenders management platform (https://www.transnet.net). Register on the portal, log intent to respond, and upload bid documents. Sign, stamp, and date the bottom of each page before uploading. All returnable documents listed in Section 5 must be included. Late submissions are not accepted. Bids must remain valid for 180 business days from closing date. Joint ventures/consortia must submit a signed agreement or written intention stating percentage split and responsibilities. Returnable forms include SBD1, SBD4, Certificate of Acquaintance, RFP Declaration, Specific Goals Points Claim Form, and all annexures listed in the RFP.

Three stages: Stage 1 tests responsiveness (mandatory documents, tax compliance, CSD registration, B-BBEE certificate). Stage 2 is functional evaluation with a minimum threshold of 70%. Stage 3 evaluates price and preference points. Bidders are scored on company experience (Annexure Q) and individual experience of directors/shareholders/owners (Annexure R). Failure to submit Annexure Q and reference letters results in a score of 0 for experience.

Lease of Transnet Rail Infrastructure Manager (TRIM) siding number 861561 (Pienaarsrivier) for 10 years. Siding leased 'as is' for storing, loading/offloading rail wagons, and cargo movement. Dominant purpose must be rail cargo transportation. Lessee responsible for developing the facility, securing volumes, and honouring existing TRIM slot allocation train paths. Lessee must manage contracts with Train Operating Companies (TOCs) or cargo owners. Successful bidder must sign TRIM Lease Agreement (Annexure H). Lease period excludes mobilisation/construction time. Bidders must demonstrate company and individual experience in integrated logistics, warehousing, commercial, and industrial engineering. Provide company profile, Annexure Q (Company Experience Summary), at least one reference letter with customer letterhead, CVs, Annexure R (Individual Experience Summary), and proof of ownership (CIPC certificate, share register, etc.).

Successful lessee pays monthly rental and a percentage of turnover negotiated with TRIM. If agreement on percentage turnover fails, TRIM may disqualify the winning bidder and negotiate with the reserve bidder. Bidders must provide proof of funding and financial statements; failure may lead to disqualification.

Tax compliance: Provide SARS TCS PIN or CSD number. Each JV/consortium member must submit separate TCS/CSD. Bidders must not be persons in the service of the state. B-BBEE: Provide valid certificate from SANAS accredited agency or sworn affidavit (for EME/QSE). Joint ventures/consortia must submit signed agreement or written intention. Power of Attorney required for foreign bidders. Mandatory returnable schedules must be submitted; failure results in disqualification.
