Submit electronically via the Transnet eTenders management platform (https://www.transnet.net). Register on the portal, log intent to respond, and upload all bid documents. Sign, stamp and date the bottom of each page before uploading. All returnable documents listed in Section 5 must be submitted. Late bids will not be accepted. Bids must be submitted on official forms, not re-typed. Any alterations to the RFP documents (except as allowed in clause 15 of General Bid Conditions) may invalidate the bid. Returnable forms include: SBD1 (Invitation to Bid), Section 4 Summary of Offer, Section 5 Business Proposal Form, Section 6 Certificate of Acquaintance, Section 7 RFP Declaration and Breach of Law Form, Section 9 Specific Goals Points Claim Form, SBD4 (Bidder's Disclosure), and all annexures as per the Returnable Bid Response Checklist (Annexure F).

Evaluation is in three stages:

• Stage 1: Test for Responsiveness – checks completeness of returnable documents, tax compliance, CSD registration, and eligibility (juristic persons only).
• Stage 2: Functional Evaluation – minimum threshold 70%. Bidders must score at least 70% to proceed.
• Stage 3: Price and Preference – price and preference points (PPPFA) applied. Specific goals points claimed via Section 9 and Annexure J. B-BBEE status contributes to preference points.

Lease of Transnet Rail Infrastructure Manager (TRIM) siding/facility: Siding Number 100234 (Bellville Autosort), Western Cape.

Lease period: ten (10) years.

Sidings leased on an 'as is' basis.

Primary purpose: storing, loading onto and offloading from rail. Dominant purpose must be reserved for facilitating transportation of goods by rail.

Successful bidder must sign a Lease Agreement (Annexure H) with TRIM.

Bidders must submit a Detailed Investment Plan (Annexure K), Environmental Plan (Annexure L), Risk Management Evaluation (Annexure N), BCM Guidelines (Annexure O), Health and Safety Checklist (Annexure P), Company Experience Summary (Annexure Q), Individual Experience Summary (Annexure R), and Security Guidelines (Annexure S).

Bidders must submit proof of funding and audited financial statements; failure to meet financial viability requirements may lead to disqualification.

Rental offer to be submitted via Annexure I (Rental Offer).

Successful bidder must provide a Deed of Suretyship as security for due fulfilment of the contract, in the form provided by Transnet, within 30 calendar days from letter of acceptance. No other form of guarantee accepted.

Prices for goods (if any) must be quoted on Delivered Duty Paid basis (latest ICC Incoterms) unless otherwise specified.

Tax Compliance: Submit SARS TCS PIN or CSD number. Each JV/consortium/subcontractor party must submit separate TCS/CSD.

CSD Registration: Must be registered on Central Supplier Database (CSD).

B-BBEE: Provide valid B-BBEE certificate issued by SANAS accredited agency, or sworn affidavit (for QSE/EME).

Eligibility: Only juristic persons (companies, close corporations, enterprises) may bid. Unincorporated JVs/consortiums qualify if they submit signed agreement or written intention.

State employees: Bids from persons in service of the state, or companies with directors who are such persons, will not be considered.

Returnable forms: SBD1, SBD4, Section 7 Declaration, Section 9 Specific Goals Claim, Certificate of Acquaintance (Section 6).
