Appointment to a panel of mediators who will provide facilitation and mediation services to the western cape department of mobility's mobility regulation unit under a three-year framework contract. The department may appoint more than one mediator, and may average the rates of the highest-ranked bidders into a single common pricing schedule that selected suppliers must accept in order to be awarded. Evaluation is on price (80 points) and b-bbee preference (up to 20 points), and every line of the price schedule must be physically priced by hand, as spreadsheet printouts or substitutes are rejected. Bidders without an operational office within 50 km of the cape town cbd risk being disregarded.

Pricing: rates and prices must be physically written into the Price Schedule, every item must be priced, and sections may not be summarised as lump sums without breakdowns. Electronic spreadsheet printouts and substitutes are not accepted.
Preference scoring (80/20): price carries 80 points and B-BBEE status up to 20 (Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, non-compliant = 0). A B-BBEE Status Level Verification Certificate or sworn affidavit must accompany the completed WCBD6.1(a); no proof means zero preference points but is not itself a disqualification.
Registration and tax: the bidder must be registered and active (not suspended) on the CSD by closing and must submit a printed current Tax Compliance Status result summary page; joint venture, consortium and subcontractor parties each need separate proof. WCSEB registration is not required at closing, but the appointed supplier must register for annual updates during the contract.
50 km radius: the department may disregard bids from bidders without an operational office within 50 km of the Cape Town CBD.
Common rates and validity: the department may average the rates and prices of the highest-ranked bidders and award only to those accepting the modified common pricing schedule. The offer must remain valid for 3 months, expiring 11 February 2027.
