The tenderer must submit a tender offer that complies in all aspects to the conditions as detailed in this tender document and the Conditions of Tender. The tender offer must be submitted in a sealed envelope with the name and address of the tenderer, the endorsement “TENDER NO. 27P/2025/26: - CALL FOR PROPOSALS FOR THE SALE AND DEVELOPMENT OF REMAINDER OF ERF 36554, MILNERTON SITUATED AT 13 OYSTER STREET ANNANDALE FARM, CAPE TOWN” and the closing date indicated on the envelope. The sealed envelope must be inserted into the appropriate official tender box before closing time. If the tender offer is too large to fit into the abovementioned box or the box is full, please enquire at the public counter (Tender Distribution Office) for alternative instructions.

1. Tender offer must be clear, irrevocable, and unambiguous. 2. Full compliance with CCT SCM Policy, including submission of all required declarations (interest, conflict of interest, past practices, independent determination, tax compliance). 3. Tenderer must not be restricted for SCM abuse, guilty of contravening the Competition Act, or involved with the bid specification committee. 4. Must demonstrate financial capacity for 25% of development CAPEX. 5. Must achieve minimum functionality score of 75/100 across three evaluation areas: Organizational Profile (scored on completed developments and project lead experience), Conceptual Development Framework (scored on urban design objectives), and Financial Feasibility (scored on housing units, affordability, land price, debt coverage, and robustness).

The tenderer must provide a comprehensive financial feasibility model for the proposed development, which includes a breakdown of estimated capital costs, revenue streams, operating costs, and funding structure. The tenderer must also demonstrate their experience and expertise in mixed-use development and their understanding of the site and its context.

The tenderer must provide a detailed methodology for the project, including a project schedule, resource allocation plan, and risk management plan.

The tenderer must demonstrate their experience and qualifications in mixed-use development, including their experience in managing similar projects, their understanding of the site and its context, and their ability to deliver high-quality goods and services.

The tenderer must provide a quality management plan that ensures the delivery of high-quality goods and services. The plan must include procedures for quality control, testing, and inspection.

The tenderer must provide a pricing schedule that includes all costs associated with the project, including labor, materials, and equipment. The pricing schedule must be based on the tenderer's financial feasibility model and must be consistent with the tenderer's pricing instructions.

The tenderer must demonstrate their financial capacity to fund 25% of the development capital expenditure, including the purchase of the land, through balance sheet strength, debt funding, equity investment, and/or an alternative verifiable fund source.

The tenderer must comply with all applicable laws and regulations, including tax compliance with SARS, and must be registered on the Central Supplier Database (CSD) and the City of Cape Town's Supplier Database.

The tenderer must provide a health and safety plan that ensures the well-being of all personnel involved in the project. The plan must include procedures for risk assessment, emergency response, and incident reporting.

The tenderer must provide an environmental management plan that minimizes the project's impact on the environment. The plan must include procedures for waste management, pollution control, and environmental monitoring.

The contract period shall be for a period of 36 months from the commencement date of the contract. The contract may be terminated by either party upon written notice to the other party.

2.2.1.1.5 Minimum score for functionality

Only those tenders submitted by tenderers who achieve the minimum score for functionality for either of the

properties pertaining to this tender as stated below will be declared responsive. The description of the functionality

criteria and the maximum possible score for each is shown in the table below. The score achieved for functionality

will be the sum of the scores achieved, in the evaluation process, for the individual criteria.
