Sansa requires a suitably qualified service provider to inspect and clean the fuel storage tank at its houwteq facility near grabouw in the western cape, restoring IT to a safe, clean condition and confirming its integrity for continued use. The work covers site assessment, tank isolation and residual fuel recovery, sludge and contaminant removal, internal and accessible external cleaning, corrosion and component inspection, integrity and leak testing, lawful disposal of hazardous waste, and a completion report with before-and-after photographs. IT is a written quotation valued at not more than r1 million, evaluated on the 80/20 preference system, and the appointed provider must be able to deliver within two weeks of the purchase order being issued. The single most consequential requirement is the compulsory briefing on 15 october 2026 at 13:00 at houwteq campus: attendance is verified against sansa's register and forms part of the eligibility criteria, so a bidder who does not attend cannot proceed.
Compulsory briefing: 15 October 2026 at 13:00 at Houwteq Campus, High Rising Road, Haasvlakte, Grabouw, Western Cape. Attendance is recorded on SANSA's attendance register and is an eligibility criterion; attendees must bring safety boots and a reflective vest.
Closing: 20 October 2026 at 16:00. Quotations are submitted by email to [email protected] only, and the bidder carries the risk of ensuring the complete email arrives before the deadline; late submissions are disqualified.
Eligibility gate: a current CSD Registration Summary Report showing a compliant tax status, a valid COIDA Letter of Good Standing, and verified attendance at the compulsory site inspection. Where a required document is missing, SANSA may request it in writing, but it must be submitted within 3 working days or the bid is rejected.
Experience: at least three references from three different companies or entities for similar fuel storage tank inspection, internal cleaning and sludge and water removal work completed in the last 10 years, in the form of purchase orders and/or reference letters. Failure to provide all three disqualifies the proposal.
Evaluation: 80/20 system — 80 points for price and 20 points for specific goals (51% black owned 10 points, 40% black women owned 6 points, 51% black youth owned 4 points). Proof of each claimed goal must be attached or no preference points are awarded, and a bid failing any scope-of-work requirement is disqualified before scoring.
Pricing and format: every line item must be priced with all costs included, prices must include VAT and be supported by a cost breakdown, and the offer must remain valid for 30 days from closing. All pages must be signed by an authorised person, and any alteration beyond bidder details and price disqualifies the bid.
Delivery and warranty: the service must be delivered within 2 weeks of SANSA issuing the purchase order, and the bidder must state a workmanship warranty period plus any manufacturer or supplier warranties for supplied seals, valves, gauges, fittings, coatings or consumables.
