• Use the official ATNS bid forms (SBD1, SBD4, SBD6.1) and the prescribed pricing schedule; do not re‑type the documents.
• All required documents must be attached: completed SBD forms, tax compliance (SARS PIN/TCS), CSD registration proof, B‑BEE verification, CIDB registration or application, reference letters (minimum three), occupational certificate (Plumber), COIDA letter of good standing, declaration of interest and invitation to bid.
• Bids must be signed and dated; include proof of authority (e.g., company resolution).
• Offer must be valid for 60 days from the closing date; quoted prices must include VAT and be firm for 180 days after closing.
• Late submissions or incomplete documentation will be rejected.
• Disqualification risks: missing any administrative, mandatory, or compliance document; failure to register on CSD; invalid tax clearance; not meeting CIDB grading; incomplete reference letters; not providing proof of B‑BEE level.

• Stage 1 – Administrative compliance (tax PIN status, valid B‑BEE certificate or affidavit, CIPC documents, full CSD report, completed SBD forms, quotation on company letterhead). Non‑compliance may lead to rejection or a 7‑day cure period.
• Stage 2 – Mandatory requirements (CIDB 2 GB or higher registration or proof of application, three recent reference letters, valid occupational certificate, locality footprint evidence, COIDA good‑standing letter). Failure results in automatic disqualification.
• Stage 3 – Price and specific goals (80 % weight to the quoted price, 20 % weight to preference points).

– Preference points: 10 % for ≥51 % black‑owned ownership, 10 % for ≥30 % black‑woman‑owned ownership (PPPFA). Claims must be substantiated in SBD 6.1 with supporting documents (CSD report, CIPC documents, shareholder certificates, ID copies).

• Total score = 100 points; the lowest acceptable tender will determine the 80/20 split as per procurement regulations.

Scope of work (ad‑hoc, as‑and‑when‑required) for ATNS FAEL, FAUT and remote sites, King Phalo and Mthatha airports:

• Routine building maintenance and emergency call‑outs (painting, waterproofing, plaster, carpentry, door/window repair/replacement, flooring, fencing, welding, road/paving, plumbing, basic labour, etc.).
• Supply, delivery, installation and removal of materials; all labour, transport and VAT included.
• New installations or replacements must be quoted separately and supplied with a 12‑month warranty.
• Delivery within 7 working days of an official ATNS order; supplier responsible for off‑loading and site safety.
• Quality standards: SABS or equivalent certification; ATNS may inspect and reject non‑conforming items.
• Health & safety file and site safety plan to be developed by the service provider.
• All work must comply with the Occupational Health and Safety Act (1993) and relevant local by‑laws.

• Pricing must follow the ATNS pricing schedule and be submitted on the bidder’s letterhead.
• Prices must be all‑inclusive (materials, labour, transport, VAT) and remain valid for 60 days from submission.
• No separate performance or security bonds are mentioned; however, the successful bidder will be required to sign the standard contract (including retention clauses) and maintain professional indemnity insurance as per ATNS GCC.
• Payment terms will be governed by the standard ATNS contract conditions (not detailed in the RFQ).

• Register on the National Treasury Central Supplier Database (CSD) and provide proof of registration or application.
• Valid SARS Tax Clearance Certificate (or PIN/TCS) for each bidding entity.
• Valid B‑BEE certificate or sworn affidavit meeting the minimum Level 4; evidence required for preference points.
• CIDB registration at 2 GB or higher (or proof of application) for general building works.
• Provide three recent, contactable reference letters (completed within the last 10 years) on client letterhead.
• Occupational certificate for Plumber (or equivalent trade) issued within three months of closing.
• Proof of COIDA good standing (letter of good standing or registered mutual association insurance).
• Locality footprint evidence for East Cape bidders (municipality bill, lease, or MoU with a local partner, not older than 3 months).
• Registration with relevant professional bodies/OEMS where applicable.
• Compliance with POPIA – confidentiality and data protection obligations.
• All above documents must be submitted with the bid; missing any will result in non‑responsiveness or disqualification.
