Appoitment of a Service Provider to Provide Building Maintenance Service for Period Two (2) Years at Atns Fael, Faut and Remote Sites, King Phalo and Mthatha Airport on an As-and-when Required Basis

The tender is for the appointment of a service provider to provide building maintenance services for a period of two (2) years at ATNS FAEL, FAUT, and remote sites, including King Phalo and Mthatha Airport, on an as-and-when required basis. Maintenance activities include, but are not limited to: ad-hoc maintenance of existing buildings, repair services, supply of new building-related items as replacements, callout services, supply and delivery of materials on quotation basis, recommendations for repairs, site inspections on request, and emergency repair callouts. All replaced items must come with a 12-month warranty and guarantee. Specific activities include painting, waterproofing, plastering, carpentry, door/window repair/replacement, flooring repair/replacement, building fascia board repair/replacement, fencing (palisade, electric), welding, road/paving maintenance, plumbing repairs, and basic labour. The service provider must provide all materials, labour, and transport, remove existing units, install new ones, and leave the working area tidy. All replacement units must comply with the Occupational Health and Safety Act of 1993 and local by-laws. Deliveries must occur within 7 working days of an official order, with the service provider responsible for timeous delivery, off-loading at their own risk and cost, and providing their own labour. The delivery address is ATNS Control Tower, King Phalo Airport, 66 Settlers, Greenfields, East London, with special arrangements for remote sites. Services must be carried out with best quality and high workmanship, and products delivered should be SABS certified or equivalent. ATNS may test quality, and non-compliance may lead to contract termination. Replacement items must carry a minimum 1-year guarantee/warranty.

Bidders must meet several compliance requirements across administrative, mandatory, and specific goals stages. Administratively, a valid Tax Pin Status, valid BBB-EE Certificate or Sworn Affidavit, CIPC documents, latest Central Supplier Database (CSD) Full Report, and duly completed and signed SBD Forms (SBD1, SBD 4, SBD 6.1) are required. Mandatory requirements include proof of registration with the Construction Industry Development Board (CIDB) in General Building Works (2 GB or higher), a certified valid copy of an Occupational Certificate: Plumber (NQF level 4) issued by a SAQA-accredited body (not older than three months), proof of a locality footprint in East London (e.g., municipality bill, lease agreement, MOU not older than 3 months), and a valid Letter of Good Standing with Compensation Commissioner (COIDA) or Registered Mutual Association Policy Insurance. For specific goals, bidders claiming preference points must provide proof of 51% Black Ownership and/or 30% Black Woman Ownership through CSD Reports, CIPC documents, Shareholder certificates, and ID copies of shareholders. All replacement units and services must comply with the Occupational Health and Safety Act of 1993, as amended, and local authorities’ by-laws. Products should be certified with SABS or equivalent.

Bidders are required to complete the SBD 3.1 - PRICING SCHEDULE (Purchases). All quoted prices must include VAT and be valid for 180 days from the closing date of the quotation. The contract will be on an 'as-and-when required basis', implying payment for services rendered per official order.
