Evaluation proceeds in stages: first, eligibility and responsiveness are checked; then functionality is scored (minimum 70 out of 100 points to proceed); finally, price and B-BBEE preference points are scored for responsive bids. Functionality criteria: Company Experience in medium pressure pipeline projects (up to 40 points), Locality – office within Maluti-a-Phofung Local Municipal Area (15 points), Expertise of Personnel – Construction Manager with B.Tech/BSC/BEng and 10+ years experience (10 points) and Site Supervisor/Foreman with National Certificate and 10+ years experience (10 points), OHS Plan (5 points), Preliminary Project Implementation Plan in Gantt Chart format with cash flow projection (10 points), Executable Project Methodology and supporting staff (10 points). A financial tolerance range of -20% to +20% applies; VCWB may reject the lowest bid if it is below the estimate. Objective criteria include rotation of suppliers based on an aggregate award value of R250 million.

The scope is the upgrading of the Intabazwe Rising Main, appointment of a contractor to complete the outstanding scope of work. The work involves medium pressure pipeline construction and refurbishment. The contract is for construction works, with a required CIDB grading of 6CE PE, 7CE or higher. The completion period is to be stated by the bidder in weeks on the tender summary page.

Bidders must submit a Preliminary Project Implementation Plan in Gantt Chart format with a cash flow projection, and an Executable Project Methodology with supporting staff. These are scored 10 points each in the functionality evaluation.

Company Experience: Construction and refurbishment of Medium Pressure Pipeline projects completed in the last 5 years – 5 or more projects (40 points), 4 projects (30 points), 3 projects (20 points), 2 projects (10 points), 1 project (5 points). Appointment letters and completion certificates with contactable references must be attached. Expertise of Personnel: Construction Manager with B.Tech/BSC/BEng in Civil Engineering and more than 10 years of experience on medium pressure pipeline projects (10 points); Site Supervisor or Foreman with National Certificate and more than 10 years of experience (10 points).

The financial tolerance range for this bid is -20% to +20%. The total price must correspond with the Form of Offer and Acceptance. Preferences claimed for Enterprise Development CPG: 5% of the Contract Amount, excluding VAT, contingencies, CPA, provisional sums and other allowances. Arithmetical errors are corrected as per standard rules: words govern figures, unit rate governs line-item total, total of prices governs, bid offer amount governs after corrections.

An OHS Plan must be submitted and is scored 5 points in functionality. The Employer is restricted to appointing a contractor with the necessary competencies and resources to carry out the work safely. A Health and Safety Agreement Form must be completed. Submitting inferior or inadequate health and safety information may be grounds for not accepting the bid.

The Employer may accept or reject any bid or portion thereof and may cancel the tender process at any time before contract formation without liability. The Employer reserves the right not to conclude a contract with the highest ranked tenderer. The Contractor shall be responsible for effecting all insurance required for executing the Contract. The contract will be formed using the standard GCC and any special conditions. The bid validity period is 120 days, extendable by 60 days at VCW's discretion. Bidders who withdraw during validity may be liable for additional costs.

The Employer may accept or reject any bid or portion thereof, and may cancel the tender process at any time before contract formation, without liability. The Employer reserves the right not to conclude a contract with the highest ranked tenderer. The Employer will not compensate bidders for costs incurred in attending interviews. Eligibility criteria: the bidder's primary business must be to provide supplies or services as per the bid invitation. The Employer will only contract with a tenderer registered on the National Treasury Central Supplier Database. CIDB grading of 6CE PE, 7CE or higher is required. Joint ventures are not eligible. The tenderer must not have failed to perform on previous contracts, must not be listed on the Register of Tender Defaulters, must be registered and in good standing with SARS, and must submit a valid tax compliance PIN. The following SBDs must be completed: SBD1, SBD4, SBD6.1. The tenderer must submit certificates of incorporation/founding statement/partnership agreement/ID, proof of registration with the Compensation Commissioner, a municipal rates clearance certificate (not older than 3 months), financial references, and the latest UIF return. The bidder must consider subcontractors from the project area, and any subcontracted CIDB works must be registered with the appropriate CIDB grading.

Functionality criteria: Company Experience (up to 40 points), Locality (15 points for offices within Maluti-a-Phofung Local Municipal Area), Expertise of Personnel (20 points), OHS Plan (5 points), Preliminary Project Implementation Plan in Gantt Chart format with cash flow projection (10 points), Executable Project Methodology and supporting staff (10 points). Price and B-BBEE points are then scored for responsive bids. The financial tolerance range is -20% to +20%. VCWB reserves the right not to appoint the lowest bidder if the bid is below the estimate.
