Evaluation is in three phases:

Phase 1 – Critical Criteria (Mandatory)

• Must have a valid SARS 'Remover of Goods in Bond' licence with sufficient security amount lodged with Customs. Submit licensing proof.
• Must have operations infrastructure and assign a dedicated person for administrative and customer support to SAA. Confirmed via site visit.

• Must demonstrate capability and track record by providing schedules and frequencies to destinations: Manzini, Gaborone, Maseru, Windhoek, Walvis Bay, and Maputo. Provide at least 3 testimonial letters on client letterhead or contactable references.
• Insurance and liability cover must be in line with SAA Cargo's General Conditions of Carriage for Air Freight, with minimum legal liability of 22 SDR per kg (or current market/declared value). Submit proof.
• Must be prepared to enter into a Service Level Agreement with SAA.

Phase 2 – Functional Criteria (100 points, threshold 70)

• Vehicle availability per route (30 points): For each route (Gaborone, Harare, Manzini, Maseru, Maputo/Mozambique, Windhoek/Walvis Bay), 2.5 points for one suitable vehicle, 5 points for two or more. Vehicles must be reliable, roadworthy, sealable, tamper-proof, and carry at least 2-ton load.
• Back-up vehicle and/or breakdown recovery (15 points): 0 if none, 5 for only breakdown recovery, 10 for only back-up vehicle, 15 for both.
• Telematics fleet management system (10 points): 0 if not installed, 10 if installed.
• Pedestrian collision avoidance systems (5 points): 0 if not installed, 5 if installed.
• Licensed drivers per route (10 points): 0 if none, 5 if one driver, 10 if two or more.
• Membership in SA Road Freight Association or similar (10 points): 0 if not a member, 10 if member. Provide proof.

The bidder must demonstrate capability and track record in providing cross-border in-bond goods road freight services. Provide schedules and frequencies to destinations: Manzini, Gaborone, Maseru, Windhoek, Walvis Bay, and Maputo. Provide at least 3 testimonial letters on client letterhead or contactable references. A primary and secondary service provider may be appointed if the bidder cannot cover all destinations.

Provide all-inclusive per kilogram rates for ad-hoc Less-Than-Truckload requests, volume to kilogram conversion factor, current frequencies, and response times.
