Disqualification risks:

Scope: manufacture, supply, branding (where applicable), sizing, fitting, delivery and replacement of staff uniforms for employees across all JCT sites, on an as-and-when-required basis for 36 months.

General requirements for all uniform items:

• First-quality materials, free from defects.
• Suitable for daily occupational use and industrial laundering.
• Colourfast, resistant to fading, shrinkage, stretching and pilling.
• Reinforced stitching at stress points.
• Full range of sizes (petite, standard, tall, plus) and men's and ladies' cuts.
• Corporate colours as specified by JCT.
• Capable of embroidery or screen-printing.
• Comply with applicable SANS standards and South African legislation.

Item specifications (fabric, weight, features):

• Golf Shirt: 100% cotton pique knit, minimum 220gsm, short/long sleeve, button neck, ribbed collar and cuffs.
• T-Shirts: 100% cotton, minimum 180gsm, crew or V-neck, double-needle finish, anti-pilling.
• Lounge Shirts: poly cotton fabric, minimum 180gsm, regular fit, fused collar, left breast pocket, easy-care.
• Half Zip Sweater/Pullover: 100% cotton, minimum 240gsm, brushed fleece, anti-pill.
• Crew Neck Sweater: 100% cotton fleece, minimum 240gsm, ribbed hem and cuffs, V-insert.
• Softshell Jacket: 315gsm laminated shell (95% polyester, 5% elastane) with micro polar fleece lining, high collar, full zip, multiple pockets, adjustable cuffs and hem.
• Montana Jacket: 100% polyester, fully padded and quilted, full zip, storm flap, hood, elasticated hem.
• Windbreakers: 100% polyester with PVC coating, polar fleece lining, padded, water-resistant.
• Long Sleeved V-Neck Jersey: 50/50 wool/acrylic blend, 10-gauge knit, ribbed hem and cuffs.
• Denim Jeans: 97% cotton, 3% spandex, minimum 275gsm, two front pockets, money pocket, two back pockets, YKK zip.
• Cargo Pants: 97% cotton, 3% spandex, minimum 280gsm, ripstop fabric, reinforced knees, multiple pockets.

• Formal A-Line Skirt: 100% polyester mechanical stretch, knee length, concealed zip, lined.
• 2 Piece Conti-Suits: 100% cotton twill, black/navy blue, must comply with SANS 434, SANS 1387-4, SANS 1423-1, ISO 6530; protection against flash fire and chemical spillage.
• Light Weight Safety Trainers: comply with EN ISO 20345:2022 SB PL, SABS approved, 200 Joules impact protection (steel or composite toe), anti-penetration midsole, oil/fuel/cut-resistant outsole, slip resistance, anti-static, shock absorbing.

Bidders must demonstrate that their proposed approach and solutions are a probable fit to JCT's requirements and complete all categories stipulated in the document. The appointed service provider will be monitored on timeliness of service delivery, quality of service, and compliance with clearly stated specifications.

Bidders must be suitably qualified and experienced in the supply and delivery of staff uniforms. They must provide examples or references of similar work performed. The pricing schedule (MBD 3.1) must be fully completed and signed by an authorised person. All prices must be in South African Rand and VAT inclusive. Prices must be net, firm, and include all costs (supply, transport, delivery, off-loading, labour, equipment, materials) with no extra charges. No price escalation is allowed. Bids must remain valid for at least 120 days after closing. Failure to complete the price schedule invalidates the bid. Bidders must cost all items; failure to do so leads to rejection as non-responsive.

Pricing:

• All prices in South African Rand, VAT inclusive.
• Prices must be net, with all discounts deducted.
• Prices must include cost of supply, transport, delivery, off-loading, labour, equipment and materials, with no extra charges.
• Firm prices only; no price escalation or variation accepted.
• Price schedule must be fully completed and signed by an authorised person; failure invalidates the bid.
• Bids valid for at least 120 calendar days after closing date.

Payment:

• Payment within 30 days after submission of a valid invoice and delivery note.

Financial documentation:

• Municipal rates and taxes invoice or certified lease agreement with utility bill (not in arrears more than 90 days) for the bidder's premises and for each director.
• Audited annual financial statements (if legally required) or most recent statements with Public Interest Score calculation.

Mandatory registrations and certificates:

• CSD registration (National Treasury Central Supplier Database) at time of submission; summary report not older than 30 days.
• Valid SARS Tax PIN and VAT registration certificate (or rationale if not VAT registered).
• B-BBEE certificate (or sworn affidavit for EMEs) to qualify for preference points; failure results in zero points.
• CIPC registration documents showing date of incorporation and list of directors/shareholders.
• Certified copies of ID documents or passports of members/directors/owner.

Other compliance:

• Must have a local office within the Johannesburg Municipality; address to be provided.
• Must be in good standing with the public sector (Regulation 38 of SCM Regulations).
• No persons in the service of the state may bid.
• Joint ventures must submit a Joint Venture Agreement showing percentage contributions and each party's tax clearance.
• Foreign suppliers must complete the pre-award questionnaire (Part B:3).
• Compliance with Occupational Health and Safety Act and registration under Compensation for Occupational Injuries and Diseases Act (proof required before work starts).

The contractor must comply with the Occupational Health and Safety Act and all relevant regulations, including for all employees and other contractors on site. A suitable health and safety plan appropriate for the contract must be provided. The contractor must be registered as an employer under the Compensation for Occupational Injuries and Diseases Act and provide written proof before commencement; failure to comply results in disqualification. The contractor also indemnifies JCT against claims arising from use of premises, except for JCT's wilful acts or gross negligence.

Contract duration: 36 months from appointment, subject to satisfactory performance, compliance, annual reviews, and budget availability. No minimum value guaranteed; work commissioned via purchase orders as needed. The contractor remains responsible for completing any purchase orders issued before expiry, including warranty and defects liability.

Rates are firm; no price escalation. No assignment of obligations without prior written consent.

Delays: supplier must notify JCT in writing of any delay; JCT may extend time with or without penalties. If the supplier fails to deliver on time, JCT may deduct a penalty calculated at the current prime interest rate per day of delay, and may terminate the contract.

Indemnity: the contractor uses JCT premises at own risk and indemnifies JCT against most claims for loss, damage, injury or death, except for JCT's wilful acts or gross negligence.

Compliance: contractor must comply with the Occupational Health and Safety Act and all relevant regulations, provide a suitable health and safety plan, and comply with labour laws. Must be registered under the Compensation for Occupational Injuries and Diseases Act and provide proof before starting work.

JCT may terminate or defer work at any stage, and may accept or reject any bid without giving reasons.
