Submission is electronic only via the Transnet e-Tender Submission Portal (https://esupplierportal.transnet.net/portal/advertisedTenders). Bidders must register on the portal, log intent to bid, and upload documents against the tender. Uploads are limited to 30mb per file; multiple uploads are allowed. Transnet advises submitting at least a day before closing to avoid technical issues; late submissions are not accepted. Telephonic, telegraphic, facsimile or e-mailed offers are not accepted. Submissions must not contain documents relating to any other tender. Tenders must be in English. No alternative offers will be considered. Returnable documents include the completed T2.2 schedules (eligibility certificates, previous experience, organogram/CVs, method statement), the signed certificate of attendance for the briefing, and the standard forms listed in the tender pack (offer and acceptance, contract data, pricing schedules, guarantees). All returnable documents must be completed and signed; omissions may render the bid non-responsive.

Evaluation proceeds in stages: Stage One (pre-qualification) requires proof of ECSA registration for the Structural Engineer and Civil Engineer as Pr. Eng. or Pr. Tech. Eng. Stage Two is functionality, with a minimum qualifying score of 70 out of 100. Functionality is scored by at least three evaluators, averaged, weighted and totalled. Criteria and weights: Company Previous Experience (35 points) – comparable projects in the last 15 years, scored on number of relevant projects (0 for none, 20 for 1-3, 40 for 4, 60 for 5, 80 for 6, 100 for 7 or more). Project Organogram, Management & CVs (45 points) – sub-weights: Structural Engineer 10, Civil Engineer 10, Geotechnical Engineer 10 (5 education + 5 experience), Water Engineer 10 (5 + 5), Quantity Surveyor 5 (2.5 + 2.5). Method Statement (20 points) – approach, technical report structure, risk management, communication plan, and quality control plan. Only bidders achieving the 70-point threshold proceed to price and preference evaluation under the 80/20 preference point system (applicable where the tender value is R50 million or less, inclusive of taxes). Bidders who do not provide a B-BBEE rating score zero for preference points. Transnet may conduct a due diligence on the preferred bidder and reserves the right to award to the highest overall scorer unless objective criteria justify otherwise.

The scope is the provision of professional services for the design and construction monitoring of washaways on Transnet Pipelines' North Region network, on an 'as and when' required basis for a period of three years. The contract is an NEC3 Engineering and Construction Contract. Works information covers design and construction monitoring of washaway repairs, including earth retaining structures, soil erosion control, flood control structures, river training works, and rehabilitation works requiring geotechnical, structural and hydraulic studies. Key personnel required: Structural Engineer (ECSA Pr. Eng. or Pr. Tech. Eng., experience in earth retaining structures, culverts, flood control structures, AutoCAD drawings), Civil Engineer (ECSA Pr. Eng. or Pr. Tech. Eng., experience in bulk earthworks, access roads, AutoCAD drawings), Geotechnical Engineer (Civil Engineering qualification, experience in soil erosion control, soil assessments, stability analysis), Water Engineer (Civil Engineering qualification, experience in hydraulic modelling, floodplain analysis, drainage systems), and Quantity Surveyor (Quantity Surveying qualification, cost estimating experience). Bidders must submit a method statement covering approach to condition assessment, technical report structure, risk management, communication plan (e.g. RACI matrix), and quality control plan template.

Pricing is to be submitted on the rate-based Bill of Quantities / Activity Schedule in Part C2. The contract is for three years on an 'as and when' basis. A form of guarantee is required (Part C1.3). Transnet may request audited financial statements for due diligence. Transnet is not obliged to accept the lowest price and may go to the open market if quoted rates are unreasonable. No changes to tender rates are accepted after closing.

CSD registration: bidders must be registered on the Central Supplier Database and provide their supplier number and unique registration reference. Tax: valid Tax Clearance Certificate from SARS and a TCS PIN for verification. B-BBEE: valid B-BBEE certificate from a SANAS-accredited verification agency, or a sworn affidavit for EMEs/QSEs with 51% or more black ownership. ECSA registration: proof of registration for the Structural Engineer and Civil Engineer (Pr. Eng. or Pr. Tech. Eng.) – compulsory, disqualification if not provided. Bidders must not be listed on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) or on Transnet's restricted list. Bidders must disclose any serious breach of law in the past 5 years. Standard returnable forms include the compulsory enterprise questionnaire, declaration of interest, and certificate of independent bid determination (as per the tender pack).
