Scope of works:

• External and internal cleaning of elevated (first floor) windows and glass entrances at three municipal buildings.
• Once-off deep cleaning of public ablution facilities at seven locations.
• The quotation is awarded as a whole, not per item.

Window cleaning locations and quantities:

• Main Building (1 Dirkie Uys Street, Bredasdorp): 240 m².
• Nedbank Building (1 Riebeek Street, Bredasdorp): 150 m².
• Bredasdorp Municipal Stores (6 Fabriek Street, Bredasdorp): 80 m².

Window cleaning requirements:

• Clean internally and externally using soap, buckets, cleaning and polishing cloths, scrapers, window cleaning poles, brushes, washer sleeves, squeegees and water-fed poles.
• The supplier must provide own scaffolding or cherry picker for working at height.
• All chemicals must be SABS-approved and compliant with Occupational Health and Safety regulations.
• Warning signage must be used during cleaning.
• Safe handling and disposal of wastewater required.

Deep cleaning of public ablution facilities (toilets, urinals, tile surfaces and floors):

Deep cleaning requirements:

• Deep clean all urinals, toilets and ablution sinks.
• Supply all industrial-grade cleaning chemicals.
• Wash wall tiles to remove dirt, mould and stains.
• Mechanically scrub all floors; leave floors clean, dry and non-slip.
• Chemicals must be suitable for ceramic, porcelain, chrome and stainless-steel surfaces.
• All chemicals must be SABS-approved and compliant with OHS regulations.
• Provide scrubber machines, wet vacuums, brushes and required tools.
• Safe handling and disposal of wastewater required.

Health and Safety file:

• A detailed Health and Safety file must be compiled and submitted for approval within one week of issuing the official purchase order.
• Minimum contents: letter of good standing, all appointments, SHE plan approved by the client, risk assessments, method statements, induction training records, equipment maintenance and inspection records.
• The file must be kept on site and available at all times to the municipality and the Department of Labour.

Site and work conditions:

• The municipality provides a storage area for materials; no liability for safekeeping.
• The contractor must inspect the site with a municipal representative before work starts and is liable for any damage caused.
• Work is subject to periodic inspection by the Manager: Parks & Recreation.
• Defective work must be replaced or remedied at the contractor's own expense.
• The site must be kept neat and tidy; noise and dust must be minimised.
• On completion, all rubbish, unused materials and temporary erections must be removed and the site left clean and tidy.

Completion period:

• Works must be completed within 21 calendar days after receipt of the official purchase order, including statutory holidays.
• Bidders may offer a shorter completion period, which may be taken into account in adjudication.

Penalties:

• R500.00 per day or part thereof for late completion.

Experience requirement:

• Bidders must have successfully completed at least 3 projects of a similar scope and nature (cleaning and hygiene services) in the last 5 years.
• Current projects are not included in the evaluation.
• A detailed list of completed projects must be completed in Schedule 1F, corresponding with reference letters.

Scoring for relevant experience (out of 20):

• 1 project: 2 points.
• 2 projects: 5 points.
• 3 projects: 10 points.
• 5 projects: 15 points.
• More than 5 projects: 20 points.

Minimum threshold:

• Bidders must score at least 10 points (i.e., at least 3 completed projects) before being considered for price.

Proof required:

• Letters of recommendation from clients on client letterheads, signed by the project manager or supply chain management official.
• Reference assessment forms must be completed by previous clients and attached to the tender.
• The municipality will verify all information; incorrect information results in automatic disqualification.

8.2. During the progress of the contract all materials being supplied, and all work being undertaken by the contractor

shall be subject to periodic inspection by Cape Agulhas Municipality’s Manager: Parks & Recreation or a duly

authorized representative. All such material and workmanship shall be supplied and performed, respectively to

the entire satisfaction of the Manager: Parks & Recreation or duly authorized representative.

8.3. Should at any stage in the progress of the said works, or on completion, an inspection visit reveals any defects

in the construction, which are due to the part of the Contractor, such defective material or workmanship shall

immediately be replaced or remedied by the Contractor at his own expense and to the satisfaction of the

Manager: Parks & Recreation or duly authorized representative.

4.1. The goods supplied shall conform to the standards mentioned in the bidding documents and specifications.

5. Use of contract documents and information; inspection.

5.1. The supplier shall not, without the purchaser’s prior written consent, disclose the contract, or any provision thereof, or any

specification, plan, drawing, pattern, sample, or information furnished by or on behalf of the purchaser in connection therewith, to any

person other than a person employed by the supplier in the performance of the contract. Disclosure to any such employed person

shall be made in confidence and shall extend only as far as may be necessary for purposes of such performance.

5.2. The supplier shall not, without the purchaser’s prior written consent, make use of any document or information mentioned in GCC

clause 5.1 except for purposes of performing the contract.

5.3. Any document, other than the contract itself mentioned in GCC clause 5.1 shall remain the property of the purchaser and shall be

returned (all copies) to the purchaser on completion of the supplier’s performance under the contract if so required by the purchaser.

5.4. The supplier shall permit the purchaser to inspect the supplier’s records relating to the performance of the supplier and to have them

audited by auditors appointed by the purchaser, if so required by the purchaser.

8.1. All pre-bidding testing will be for the account of the bidder.

8.2. If it is a bid condition that supplies to be produced or services to be rendered should at any stage during production or execution or on

completion be subject to inspections tests and analysis, the bidder or contractor’s premises shall be open, at all reasonable hours, for

inspection by a representative of the purchaser or an organization acting on behalf of the purchaser.

8.3. If there are no inspection requirements indicated in the bidding documents and no mention is made in the contract, but during the

contract period it is decided that inspections shall be carried out, the purchaser shall itself make the necessary arrangements, including

payment arrangements with the testing authority concerned.

8.4. If the inspections, tests and analyses referred to in clauses 8.2 and 8.3 show the goods to be in accordance with the contract

requirements, the cost of the inspections, tests and analyses shall be defrayed by the purchaser.

8.5. Where the goods or services referred to in clauses 8.2 and 8.3 do not comply with the contract requirements, irrespective of whether

such goods or services are accepted or not, the cost in connection with these inspections, tests or analyses shall be defrayed by the

supplier.

8.6. Supplies and services which are referred to in clauses 8.2 and 8.3 and which do not comply with the contract requirements may be

rejected.

8.7. Any contract goods may on or after delivery be inspected, tested or analysed and may be rejected if found not to comply with the

requirements of the contract. Such rejected goods shall be held at the cost and risk of the supplier who shall, when called upon,

remove them immediately at his own cost and forthwith substitute them with goods which do comply with the requirements of the

contract. Failing such removal the rejected goods shall be returned at the suppliers cost and risk. Should the supplier fail to provide the

substitute goods forthwith, the purchaser may, without giving the supplier further opportunity to substitute the rejected goods, purchase

such goods as may be necessary at the expense of the supplier.

8.8. The provisions of clauses 8.4 to 8.7 shall not prejudice the right of the purchaser to cancel the contract on account of a breach of the

conditions thereof, or to act in terms of Clause 22 of GCC.

B-bbee:

• B-BBEE status level certificate (original or certified copy) from a SANAS-accredited verification agency or IRBA-approved registered auditor, or a sworn affidavit for EMEs and QSEs, must be submitted.
• Failure to submit a valid B-BBEE certificate or sworn affidavit means no preference points are claimed for B-BBEE.

Other:

• CIDB registration: not applicable.
• No bids from persons in the service of the state.
• Suspicious collusive bidding behaviour will be reported to the Competition Commission.

Health and Safety file:

• A detailed Health and Safety file must be compiled and submitted for approval within one week of issuing the official purchase order.

• The site must be kept neat and tidy; noise and dust levels must be reduced to an absolute minimum.

Workmen's Compensation:

• A valid letter of good standing from the Workmen's Compensation Commissioner may be requested after closing date.

Contract form:

• The successful bidder must sign a written contract form (CAMBD 7.1).
• The National Treasury General Conditions of Contract (GCC) apply and are obtainable from www.treasury.gov.za.
• The Special Conditions of Contract take precedence over the GCC in any ambiguity or inconsistency.

Contract data:

• The service provider must complete Part 2 of the Contract Data, providing company details, authorised representative and communication address.

Payment:

• Payment for services rendered within 30 days after receipt of an invoice.

Validity:

• The tender must remain valid for 90 days after the closing date.

Completion:

• A firm completion period/date must be indicated from the official order date.
• Works must be completed within 21 calendar days after receipt of the official purchase order.

Penalties:

• R500.00 per day or part thereof for late completion.

Termination and remedies:

• The municipality may cancel the contract for breach of conditions.
• Rejected goods or services may be substituted at the supplier's cost.
• The municipality may purchase substitute goods at the supplier's expense if the supplier fails to provide them.

Confidentiality:

• The supplier must not disclose contract documents or information without the purchaser's prior written consent.
• Documents remain the property of the purchaser and must be returned on completion.
• The supplier must permit inspection and audit of records relating to contract performance.

Force majeure and other standard GCC clauses apply.

Special conditions:

• All bids must be submitted on the official forms supplied by the municipality; forms may not be retyped or redrafted.
• No alterations or corrections to the information (including pricing) may be made by pasting another page over it.
• The use of correction fluid or tape is prohibited.
• Corrections must be made by striking a straight line in black ink through the incorrect information, writing the correction, and initialling in the margin.
• All corrections/alterations to the Pricing Schedule / Bill of Quantities not made in this way will be rejected.
• Bids must be complete in all respects; the bidder must check the number of pages and ensure none are missing or duplicated.

• Tenders deposited in the incorrect box or late will not be considered.
• Bids will be opened in public at the Cape Agulhas Municipal Offices as soon as possible after the closing time.
• Where practical, prices will be read out at the time of opening bids.
• The municipality will record in a register and publish on its website the details of bids received.
• Any bid received after the appointed time for the closing of bids shall not be considered.
• The municipality may request additional information or clarification of tenders in writing, including obtaining a copy of the most recent municipal account, clarifying or verifying pricing, obtaining personal income tax numbers, obtaining a valid Tax compliance status PIN, obtaining a valid letter of good standing from the Workmen's Compensation Commissioner, and obtaining a valid and original B-BBEE certificate or sworn affidavit.
• If a bidder fails to submit a B-BBEE certificate or sworn affidavit with the bid submission, the municipality will not request or allow the bidder to submit it afterwards.
• A bid will be considered non-responsive if it is not in compliance with the specifications, if the bidder has not fully completed and signed all the returnable documents, or if the bidder has failed to clarify or submit supporting documentation within 3 business days of being requested to do so in writing.
• The municipality reserves the right to accept or reject any variation, deviation, bid offer, or alternative bid offer, and may cancel the bidding process and reject all bid offers at any time before the formation of a contract.
• The municipality has the right to summarily disqualify any bidder who, either at the date of submission of a bid or at the date of its award, is indebted to the municipality in respect of any municipal rate and taxes or municipal service charges for more than three months.

Additional evaluation criteria:
