Evaluation is in two stages:

Stage 1: Compliance check of mandatory requirements. Mandatory: NHBRC registration as competent person (proof required, online verification) and SBD 4 completed and signed. Failure disqualifies.

Stage 2: Functional evaluation (100 points total, minimum threshold 80 points):

• Valid ECSA certificates and CVs of key personnel (PrEng/PrTechEng) with more than 5 years as professional registered person – 50 points. NHBRC verifies certificates; key personnel must sign affidavit confirming awareness.
• References of civil engineering projects (related to residential construction) – 40 points. References must be verifiable letters from clients, dated 2018 to date, signed by authorised person, including company name, letterhead, project description, contact person and phone, start and completion dates. Scoring: 0 letters = 0, 1 = 1, 2 = 2, 3 = 3, 4 = 4, 5 or more = 5. NHBRC references count as one; in-progress projects and appointment letters not considered.
• Bidder experience in civil engineering projects – 10 points. Company profile highlighting relevant projects. Scoring: 0 years = 0, 2-3 = 1, 3-4 = 2, 4-5 = 3, 5-6 = 4, 6-7+ = 5.

Bidders scoring below 80 points are disqualified. Successful bidders are placed on a panel and appointed on a rotational basis.

Preference point system: 90/10 (price 90, specific goals 10) per PPPFA. CSD report used to verify ownership and calculate preference points.
