Late submissions will not be accepted. Bids must be complete, in non-erasable ink, and include all returnable documents. Use of correcting fluid or erasable pencil is prohibited. Only one tender offer as a single entity; no alternative offers. Validity period is 90 days from closing date.

Three-stage evaluation: Stage 1 – administrative compliance (SCM returnables, tax, CSD registration); Stage 2 – mandatory requirements (CIDB grading 1GB); Stage 3 – price and specific goals using the 80/20 preference point system (80 points price, 20 points specific goals). Specific goals: 50% or more black owned (10 points), 30% or more black women owned (5 points), 20% or more white women owned (3 points), 10% or more people with disabilities (2 points). Documentary proof required for specific goals claims. Price formula: Ps = 80(1 - (Pt - Pmin)/Pmin).

Scope of work: replace defective PVC drainpipe including fittings and couplings; seal all pipe penetrations and joints using approved waterproof sealant; remove damaged paint and loose plaster from affected walls (ground and first floor); repair and reinstate damaged plaster surface; supply and apply plaster primer and damp-resistant sealer; supply and apply paint to affected area. Service provider must bear all costs for health and safety compliance, including PPE, safety signage, and adherence to OHSA. Site inspection strongly encouraged before submitting quotation.

Prices must be quoted in South African Rands, VAT inclusive (15%), and remain fixed for the full duration of the contract. No contract price adjustments or escalation allowed. Only fixed prices accepted; non-fixed prices will be disqualified. Bidders must submit a separate pricing schedule listing all items per scope of work; failure may lead to disqualification. Total price must be indicated on the price declaration form; discrepancies will be resolved in favour of the price declaration form. No upfront payments; payment within 30 days of correct invoice. No additional costs will be allowed.

Mandatory: CIDB registration with contractor grading designation of 1GB or higher at close of tender; CSD registration; SARS tax compliance (submit SARS PIN); valid COID certificate from Department of Labour; compliance with OHS requirements; submit all returnable documents including SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), pricing proposal, and signed General Conditions of Contract. Joint ventures eligible if every member CIDB registered, lead partner grading not lower than one level below required, and combined grading meets required designation. Bidders must not be in service of the state, not listed on Register for Tender Defaulters or List of Restricted Suppliers. Bidders must grant written confirmation for SARS to disclose tax compliance status during contract. Bidders with non-compliant tax status may be disqualified if not updated within 7 days. Bidders must be able to provide names of management and supervisory staff for labour-intensive portions if requested. Successful bidder may be subject to security screening by State Security Agency.
