Submit both an electronic copy (USB) and a hard copy; both must be identical. Hard copies must be deposited in the tender box at NIHSS, 2nd Floor, 24 St Andrews Road, Parktown, Johannesburg, 2193. Electronic copies on USB must accompany the hard copy. Bids must be delivered by 11:00 on 21 September 2026. Late, telegraphic, telephonic, telex, or facsimile bids will not be accepted. Bids must be submitted on official forms (not retyped), in a sealed envelope marked with the bid number, closing date, and bidder's name and address. Do not include documents for other bids in the same envelope. Bids must be valid for 90 days from closing. Returnable forms include: SBD 1 (Invitation to Bid), Pricing Schedule, SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim Form), Non-Compulsory Briefing Session form, BBBEE certificate or affidavit, proof of disability (if claiming specific goals), and Authority to Sign a Bid (company resolution). Submit only requested documents; do not add extras. Initialling is for document control; omission alone does not invalidate an otherwise duly signed bid. Alterations must be initialled in ink; correcting fluid is prohibited.

Evaluation follows three stages: Administrative Compliance, Functionality/Technical Response, and Price and Specific Goals. Administrative compliance requires all listed documents to be attached, signed, and completed. Functionality/Technical Response: Due Diligence Site Visit Evaluation will be conducted; supporting documents are not submitted with the bid but will be requested during the site visit. Bidders must meet a minimum threshold of 70 points in functionality to proceed to price and specific goals evaluation. Price and Specific Goals: 80/20 preference point system applies. Maximum 80 points for price, maximum 20 points for specific goals as stated in SBD 6.1. No points are awarded merely for B-BBEE status level unless documentary proof is relevant to a stated specific goal.

Lease of office accommodation with a Gross Lettable Area (GLA) of 1,300 m², not exceeding a variance of 20% above or below. Lease period: 60 months (5 years). Mandatory submissions: flexible draft proposed Lease Agreement; complete Pricing Schedule inclusive of escalation costs in % per annum; floor plans with CAD drawings (A3 size); colour pictures of the office building (exterior and internal features, A3 size); if bidder is a prospective buyer, a duly signed Offer to Purchase with title deed number; if bidder owns the building, title deed for each building offered; Zoning Certificate; letter confirming extent of building and its grading.

Pricing Schedule: The evaluated price is the total evaluated cost of occupancy over the full 60-month lease period. Include all compulsory costs payable by NIHSS: base rental, contractual escalations, parking, fixed operating costs, compulsory service charges, utilities or municipal charges payable by NIHSS, generator-related charges, storage, fit-out or tenant-installation costs not funded by the lessor, deposits, and any other compulsory amounts, less unconditional landlord contributions, rent-free or beneficial-occupation allowances. Costs must not be double-counted. Disclose all assumptions, exclusions, and escalation rates. Prices should be per section 5.1.12 Rentals (Offices, stores and parking) in Annexure E. Pricing table covers years 2027-2031, with total bid price VAT exclusive, VAT at 15%, grand total, and amount in words. The final total must be written in words and figures; words supersede figures.

Tax Compliance: Submit SARS TCS PIN or printed TCS certificate; if not available, provide CSD number. Consortia/JVs/subcontractors must each submit separate TCS/CSD. Bids from persons in the service of the state, or companies/CCs with directors/members in state service, will not be considered. B-BBEE: Submit active BBBEE certificate or sworn affidavit, plus originally certified ID document. SBD 6.1 (Preference Points Claim Form) must be completed and signed; documentary proof for specific goals claimed must be submitted. SBD 4 (Bidder's Disclosure) must be completed and signed. Authority to Sign a Bid: company resolution for the capacity under which the bid is signed. Foreign suppliers must complete the questionnaire on residency, branch, permanent establishment, source of income, and tax liability in RSA.

Contract terms include: successful bidder must sign a written contract. The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC). NIHSS reserves the right to accept bids in whole or in part, not to make an award, award to more than one respondent, request further technical/functional information, verify information, withdraw or amend bid conditions before closing, and remedy incorrect awards. Price negotiation may be conducted only as permitted by NIHSS SCM Policy and applicable procurement requirements, documented and fair, without altering published evaluation criteria. Delivery terms: all delivery costs must be included in the bid price. The offer must comply with specifications; deviations must be indicated. Delivery period and basis must be stated. All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included.

Mandatory Response Requirements: Failure to comply with any of the prerequisites will result in disqualification. The following documents must be submitted with the bid: (i) A flexible draft proposed Lease Agreement; (ii) A complete Pricing Schedule, inclusive of escalation costs in % per annum; (iii) Any Special Conditions of Contract must be specified in the bid (optional); (iv) Floor Plans with CAD drawings (A3 size); (vii) Pictures of the office building in colour (exterior and internal features, A3 size); (viii) If bidder is a prospective buyer, a duly signed Offer to Purchase with title deed number of the owner; (ix) Title deed if bidder owns the building, for each building offered; (x) Zoning Certificate; (xi) Letter confirming the extent of the building and its grading.
