Returnable documents (all must be submitted with the quotation):

• SBD 4 (Declaration of Interest): discloses any connection between the bidder and state employees or Denel personnel.
• Tax PIN: valid tax clearance number from SARS.
• CSD Report: proof of registration on the Central Supplier Database.
• CIPC: company registration documents.

Evaluation is in two stages.

Stage 1 – Compliance: bidders must meet all Annexure A requirements and submit all compliance documents; failure results in immediate elimination.

Stage 2 – Preference points (PPPFA Regulations 2022):

• Price points: 80 (for RFQs valued R50,000 to R50 million) or 90 (for RFQs above R50 million).
• B-BBEE points: 20 (80/20 system) or 10 (90/10 system).

Price points formula: Ps = 80(1-(Pt-Pmin)/Pmin) or Ps = 90(1-(Pt-Pmin)/Pmin), where Ps = points for price, Pt = comparative price of offer under consideration, Pmin = comparative price of lowest acceptable offer.

The bidder with the highest total points is typically awarded, but Denel may award to a bidder that did not score highest based on objective business criteria or transformation requirements.

Denel may demand an action plan addressing transformation shortcomings and may conduct due diligence on the preferred bidder.

Denel reserves the right to demand an action plan addressing transformation shortcomings and to conduct due diligence on the preferred bidder.

Code of Conduct: The supplier shall adhere to the highest standard of professional conduct in its relations with Denel Aerospace, its employees, former employees or representatives. Strictly adhere to Denel Aerostructures rules and regulations. Bidding payment or favors of any kind by the supplier to any employee, representative, or former employee or representative of Denel Aerospace is prohibited.

Suppliers must comply with all requirements listed in Annexure A description table; these are non-negotiable and failure to meet them will result in immediate elimination. Relevant part numbers linked to OEM specifications must adhere to technical specifications. Suppliers must have a valid Tax Clearance Certificate from SARS, be registered on the Central Supplier Database (CSD), and submit a Standard Bidding Document (SBD4) form. Compliance documents to submit: Signed Declaration of Interest (SBD4), Tax PIN, CSD Report, and CIPC registration.
