Bid evaluated on total contract amount (unit cost multiplied by estimated quantity).

Scope: Supply and delivery of automotive batteries for a period of 12 months.

• All batteries must be SABS approved.
• All batteries must have a warranty of at least one year.
• Delivery required within 3 hours after receipt of order.
• The Municipality installs the batteries; the supplier only supplies them, except in emergencies.
• The Municipality may appoint an alternative bidder if the preferred bidder cannot supply within the required timeframe.
• Delivery location: Mechanical Workshop, corner of Fabrieksweg and Patterson Street, Bredasdorp.

Variations in purchase not exceeding 15% of the original contract value may be instructed; for measurable quantities, the contractor may be approached to reduce unit prices, provided there is no price escalation.

Schedule 1F requires a statement of projects successfully completed within the last 5 years, listing employer name and contact details, nature of work, value (incl. VAT), and start/completion dates.

• Only completed projects are considered; current or ongoing projects are not.
• Independent reference assessments of past performance (turnaround times, quality, accessibility, reliability, customer satisfaction) must be completed by previous clients and attached, or a letter on the client's official letterhead provided.
• Incorrect information will disqualify the bid.

Goods must conform to the standards in the bidding documents and specifications.

• The supplier must permit the purchaser to inspect records and have them audited.
• Pre-bidding testing is for the bidder's account.
• Goods may be inspected, tested or analysed at any stage; non-compliant goods may be rejected and must be replaced at the supplier's cost.

Pricing schedule: a rate/price must be entered against each item; items left blank or marked N/A/included are treated as no offer.

• Prices inclusive of VAT and delivery, firm for 12 months.
• Only unit cost per battery required; estimated quantities are for evaluation only.
• Bid evaluated on total contract amount (unit cost multiplied by estimated quantity).
• Prices based on supply and delivery to the Mechanical Workshop, corner of Fabrieksweg and Patterson Street, Bredasdorp.
• Bidders must indicate VAT vendor status.
• Total RFQ value below R300 000.00; only one service provider appointed.
• Battery line items with estimated quantities as listed in the pricing schedule.

Pricing format: unit cost per battery, inclusive of VAT and delivery.

• Firm pricing only; non-firm prices (including exchange rate variations) not accepted.
• Prices fixed for 12 months from date of signing contract.
• Price adjustments must be motivated in writing to the Director: Technical Services for approval; the Municipality may reject the increase, purchase from an alternative supplier, or cancel the award.
• Bidders must indicate whether they are a registered VAT vendor; if not, both VAT-inclusive and VAT-exclusive columns must reflect the same amount.
• Estimated quantities are for evaluation only and are not guaranteed.
• Total RFQ value is below R300 000.00; only one service provider will be appointed.
• Payment within 30 days after receipt of invoice.

CSD registration: mandatory – bidders must be registered on the Central Supplier Database (CSD) at https://secure.csd.gov.za.

Tax compliance: valid SARS Tax Compliance Status PIN must be submitted with the bid; failure invalidates the bid.

B-BBEE: B-BBEE status level verification certificate (original or certified copy) from a SANAS-accredited agency or IRBA-approved auditor, or a sworn affidavit for EMEs/QSEs, must be submitted to claim preference points.

Retail Motor Industry Organization: proof of registration must be attached.

Municipal accounts: bidders must not be in arrears with any municipal account for more than 3 months; latest municipal account and a certificate for municipal services must be submitted.

CIDB: not applicable.

No bid accepted from persons in the service of the state.

B-BBEE Status Level contributor carries 10 preference points under the specific goals.

• A B-BBEE status level verification certificate (original or certified copy) issued by a SANAS-accredited verification agency or IRBA-approved registered auditor, or a sworn affidavit for EMEs/QSEs confirming annual total revenue and level of black ownership, must be submitted with the bid.
• Failure to claim on CAMBD 6.1 and submit the certificate/affidavit means B-BBEE preference points are not claimed.

The National Treasury General Conditions of Contract (GCC) apply, together with any Special Conditions of Contract (SCC); where the GCC and SCC conflict, the SCC prevails.

• Contract duration: 12 months from date of signing.
• Performance reviewed by the Municipality; poor performance may lead to termination.
• Contractor uses its own transport for delivery.
• Payment within 30 days of receipt of invoice.
• Prices fixed for 12 months; excessive increases must be motivated in writing to the Director: Technical Services.
• Municipality may appoint an alternative bidder if the preferred bidder cannot supply within the required timeframe.
• Successful bidder must sign the written contract form (CAMBD 7.1).

Special conditions of tender:

• Bids must be completed by hand in non-erasable black or blue ink on the official forms and may not be retyped or redrafted.
• No pasting over of pages and no correction fluid/tape.
• Alterations only by striking a straight line through the incorrect information, writing the correction alongside and initialling in the margin.
• Corrections to the Pricing Schedule not made in this way will be rejected.
• The sealed tender must be externally endorsed with the tender number, description and closing date and placed in the tender box at the Municipal Offices, 1 Dirkie Uys Street, Bredasdorp (or posted to the Municipal Manager, PO Box 51, Bredasdorp, 7280).
• The tender must remain valid for 90 days after the closing date.
• Late bids are not considered.
• Arithmetical errors, omissions and discrepancies are corrected per the stated rules (amount in words governs).
• A bid is non-responsive if it does not comply with the specifications, is not fully completed and signed, or fails to provide requested supporting documentation within 3 business days.
• Suspicious collusive bidding will be reported to the Competition Commission.

Mandatory technical and compliance requirements:
