Submit bids by 26 May 2026 at 11:00 via email to the State Security Agency. Use only the official forms provided (do not re-type). Late bids will be rejected. Required documents: SBD 4 (Bidder’s Disclosure), SBD 7 (Contract Form), official quotation on company letterhead (stamped, with physical address, telephone numbers, CIPC registration, VAT number if applicable, date, and signature). Quotation must: be valid for 30 days, include total bid price (VAT inclusive), specify delivery period, and confirm if the offer is strictly to specification (Yes/No). Quoting on fewer items/quantities than requested will invalidate the bid. Failure to comply with any submission requirement may disqualify the bid.

Evaluation uses the 80/20 preference point system under the Preferential Procurement Policy Framework Act, 2000, and Regulations, 2022. Points breakdown: 80 points for price (lowest acceptable tender scores highest), 20 points for B-BBEE status level of contributor. B-BBEE points awarded per status level: Level 1 (20), Level 2 (18), Level 3 (14), Level 4 (12), Level 5 (8), Level 6 (6), Level 7 (4), Level 8 (2), Non-compliant (0). Bidders must submit proof of B-BBEE status (verification certificate or sworn affidavit for EMEs/QSEs) to claim points; non-submission = 0 points. Bids are open to all natural/juristic persons, including consortia/joint ventures (each party must submit separate compliance documents). Bidders listed in the Register for Tender Defaulters or Restricted Suppliers will be disqualified. Conflicts of interest with State Security Agency personnel or prior involvement in drafting specifications will disqualify the bid.

Supply hard case shell cases as per detailed specifications attached to the RFQ. Bidders must: confirm if the offer is strictly to specification (Yes/No) and indicate the delivery period in the quotation.

Quotation must include total bid price (inclusive of VAT) and be valid for 30 days. Payment will be made within 30 days of receipt of original invoice and statement. For goods/services valued at R30,000 or more, a valid Tax Clearance Certificate must be submitted; failure to do so may invalidate the offer. Quoting on fewer items/quantities than requested will invalidate the quotation.

Mandatory compliance: CSD registration number (failure to provide invalidates bid). Tax Compliance: Submit SARS TCS PIN (apply via e-filing at www.sars.gov.za) or printed TCS certificate. If no TCS PIN is available, provide CSD number. For consortia/joint ventures, each party must submit separate TCS/CSD documentation. B-BBEE: Submit verification certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Workmans Compensation Fund certificate of good standing (where applicable). Health and Safety file (where applicable). SBD 4 (Bidder’s Disclosure) must accompany all bids. No bids accepted from state employees, companies with directors who are state employees, or close corporations with members who are state employees.
