• All bid submissions must be sent to the above email addresses.

• Submit the bid by 23:30 on 19 May 2026 to [email protected] (primary) or [email protected] (secondary). Late submissions will be rejected.
• Use the official bid forms supplied; do not re‑type the content.
• All required returnable documents must be attached (see Returnable Documents section). Missing any will result in a zero score for that criterion.
• Bids from persons employed by the state, directors who are state employees, or close corporations with state‑employee members are disqualified.
• Clarifications, addenda or extensions will be issued no later than one calendar day before the closing date.

• Pre‑qualification: Professional registration with EAPASA (Environmental Assessment Practitioners Association of South Africa) or SACNASP (South African Council for Natural Scientific Professions). Failure to meet this excludes the bid.
• Minimum overall score: 70% required to proceed to price evaluation.
• Functional evaluation (each weighted 25% of the functional score):

• Previous related experience – assessed on a 4‑point scale (None 0%, Weak 33.3%, Moderate 66.7%, Good 100%) based on the number of similar project completion certificates.
• Human resource capacity – assessed on organogram adequacy (same 4‑point scale).
• Equipment resource capacity – assessed on proof of ownership/lease of required equipment (bakkie, computers, software, etc.).
• Work breakdown / schedule / project programme – assessed on clarity of duration and delivery dates (same 4‑point scale).

• Total functional score = sum of the four weighted items (max 100%).
• Preferential point system (80/20): 80% of the final evaluation is based on price; 20% is based on B‑BBEE status points (Level 1 = 20 points, Level 2 = 18 points, … Level 8 = 2 points, non‑compliant = 0).
• B‑BBEE points are awarded even if the bidder does not submit a certificate; a missing certificate results in zero points for that element.

Scope of work:

1. Identify environmental risks linked to historical and current sludge disposal at the Panfontein site.
2. Rank and evaluate risks using a recognised risk matrix (likelihood, consequence, impact on environment, health, Rand Water operations, legal compliance).
3. Propose mitigation measures that comply with relevant legislation and best practice.
4. Assess rehabilitation impacts and produce a financial valuation for liability provisioning (IAS 37).

Required expertise:

• Registered Environmental Assessment Practitioner (EAP) with EAPASA – overall responsibility for the risk assessment.
• Qualified environmental scientists registered with SACNASP for specialist scientific assessments.

Deliverables:

• Comprehensive Environmental Risk Assessment Report (risk identification, ranking, mitigation).
• Rehabilitation Impact and Valuation Report (scope, activities, cost estimates, assumptions).
• Supporting documentation (methodologies, assumptions, limitations).

Project management:

• Monthly progress meetings with Rand Water.
• Final acceptable report and all associated information submitted by 29 June 2026.

• Complete the pricing schedule provided in the RFQ, covering all line items (risk assessment, mitigation, rehabilitation valuation, stakeholder engagement, etc.).
• Failure to price any item results in disqualification.
• No advance payments will be made by Rand Water.
• Invoices must be submitted with a monthly statement and will be paid within 30 days of receipt.
• Fixed price quoted in the schedule is considered firm; price adjustments are not permitted unless approved in writing.
• No performance bond or guarantee is explicitly required in the document.

• Pre‑qualification professional registration: EAPASA or SACNASP.
• B‑BBEE status verification (SANAS‑approved certificate, sworn affidavit for QSE/EME, or dtic B‑BBEE certificate) – points awarded per status level.
• Supplier must be registered on the Central Supplier Database (CSD) and the MAAA compliance system.
• Tax compliance: valid VAT registration required.
• No participation from persons employed by the state or entities with state‑employee directors/shareholders.
• Submit required returnable documents (SBD 4 form, company resolution, COIDA good standing letter, B‑BBEE verification, functional evaluation supporting documents).
