RFQ 203/2026: supply and delivery of outdoor networking equipment – kouga municipality

Submit an original hard copy and an electronic copy on USB or SD Card/CD. The electronic copy must contain the exact same information as the hard copy. Failure to submit both will render the bid non-responsive. Bids must be delivered to the bid box at Kouga Local Municipality, Woltemade Building, 16 Woltemade Street, Room 122, Jeffreys Bay, 6330, by the closing time. Late bids will not be accepted. Complete all documents in non-erasable black ink. Do not use correction fluid or tape. Sign all pages where required. Submit the completed tender document with all returnable documents.

The following documents must be submitted: National Treasury Central Database Summary Report, Business Registration Documents/Formal Registration Documentation/JV Agreements/Consortia/Partnerships and Trusts, a copy of a valid SARS Tax Compliance Status Pin number for all entities and all partners of Joint Venture, certified ID copies, latest Municipal Billing Clearance Certificate/Copy of Municipal Account/Rental Documentation, and any Special Conditions of Contract Documentation. Bidders must also submit a completed Declaration of Interest, Certificate of Independent Bid Determination (MBD9), Declaration of Bidder's Past Supply Chain Management Practices, and Authority for Signatory.

Evaluation phases: Phase 1 Special conditions, Phase 2 Price Scoring, Phase 3 Specific Goals Scoring. Price is allocated 80 points, specific goals 20 points (80/20 system). Specific goals: B-BBEE status level contributor (10 points) and local area of supplier (10 points). Local area points: 10 points if located within Kouga Local Municipality, 6 points if within Sarah Baartman District Municipality & Nelson Mandela Bay Municipality, 4 points if within Eastern Cape, 1 point if outside Eastern Cape. Bidders must submit valid B-BBEE sworn affidavit/certificate and latest Municipal Billing Clearance Certificate or municipal account/rental documentation to claim specific goals points. Information provided for virtual offices will not be accepted.

Supply and delivery of outdoor networking equipment, including: 5GHz Outdoor PtMP GPS-Synchronized Base Station Radio, 5GHz 120° Dual Polarized 19 dBi Sector Antenna, Long Range PTP Radios, and 8-Port Managed Gigabit Layer 2 PoE+ Switch. Technical specifications for each item are detailed in the tender document, including dimensions, weight, power requirements, frequency ranges, and performance characteristics. The municipality will decide how many units will be procured.

A project implementation plan is to be submitted (if applicable).

Bidders must provide evidence of authority to sign the tender, such as a resolution of the Board of Directors. Companies submitting tenders must provide evidence that the person who signed the tender document has authority to do so.

Technical specifications for the equipment include detailed requirements for dimensions, weight, power, frequency, and performance. Specific quality and compliance standards are outlined for each item, such as CE, FCC, IC certifications, ETSI compliance, and NDAA compliance.

Only firm prices will be accepted. All delivery costs must be included in the bid price. The bidder must indicate whether they are a registered VAT vendor. Prices must be quoted per unit excluding and including VAT. The total will be used for evaluation purposes only. The municipality will decide how many units will be procured.

If not a registered VAT vendor, both columns (amount/rate excluding and including VAT) must reflect the same amount. The total will be used for evaluation purposes only.

Bidders must submit: a valid SARS Tax Compliance Status PIN or CSD number; National Treasury Central Database Summary Report; business registration documents (CIPC, JV agreements, etc.); certified ID copies; latest Municipal Billing Clearance Certificate or municipal account/rental documentation; and any special conditions of contract documentation. Bidders must not be listed on the National Treasury's Database of Restricted Suppliers or the Register for Tender Defaulters, and must not have been convicted of fraud or corruption in the past five years. Bids from persons in the service of the state will not be considered. Bidders must complete and sign the compulsory forms: Form of Offer and Acceptance, Declaration of Interest, Preference Points Claim Form (MBD 6.1), Certificate of Independent Bid Determination (MBD 9), and Declaration of Bidder's Past Supply Chain Management Practices.

B-BBEE status level contributor points: Level 1 = 10 points, Level 2 = 8, Level 3 = 6, Level 4 = 4, Level 5 = 3, Level 6 = 2, Level 7 = 2, Level 8 = 2, Non-compliant = 0. Bidders must submit a valid B-BBEE sworn affidavit/certificate to claim preference points. Specific goals include B-BBEE status level (10 points) and promotion of enterprises located in specific areas: 10 points for within Kouga Local Municipality, 6 points for within Sarah Baartman District Municipality & Nelson Mandela Bay Municipality, 4 points for within Eastern Cape, 1 point for outside Eastern Cape.

The Form of Offer and Acceptance constitutes a legal and binding contract between Kouga Municipality and the tenderer upon acceptance. The bidder undertakes to render services/goods in accordance with the requirements and specifications at the quoted prices, and the offer remains binding during the validity period. The bidder accepts full responsibility for proper execution and fulfilment of all obligations and conditions. The bidder declares no participation in collusive practices.

In addition to all applicable legislation, the Supply Chain Policy approved 30 March 2026 and Municipal Restriction (Blacklisting) of Suppliers Policy approved 29 April 2026 will apply to this tender. The 2022 Preferential Procurement Regulations and the General Conditions of Contract (GCC) are applicable. The successful bidder will be required to fill in and sign a written contract form (MBD7).

Bidders must submit a valid B-BBEE certificate or sworn affidavit, and a latest Municipal Billing Clearance Certificate or copy of municipal account/rental documentation to claim specific goals points. The successful bidder will be required to sign a written contract form (MBD7).
