Bids must include: completed SBD1, SBD4, pricing schedule, and proof of CSD registration. Failure to submit required documents may lead to disqualification, with a 7-day grace period for corrections. Ensure bids are delivered on time to the correct address.

Two-phase evaluation: Phase 1 (Functionality) requires a minimum 65% score to proceed to Phase 2 (Price and B-BBEE). Phase 1 criteria and points: 1) Years of security service experience (40 points): 1 point (<1 year), 3 points (2 years), 5 points (3+ years). Submit proof (signed contracts, purchase orders, reference letters). 2) Vehicle capacity (30 points): 0 points (no vehicles), 3 points (1 vehicle), 5 points (2+ vehicles). Submit vehicle registration or lease agreements. 3) Human capacity (30 points): 0 points (no list), 1 point (2 guards), 2 points (4 guards), 3 points (6 guards), 4 points (8 guards), 5 points (10+ guards). Submit list of PSIRA-registered guards (names, ID numbers, PSIRA numbers). Phase 2 uses the 80/20 Preference Points System (2022 Regulations).

Provide security services at Tsitsikamma Section of Garden Route National Park for 6 months (month-to-month, 30-day cancellation). Scope: protect employees, information, and assets against damage, injury, vandalism, theft, sabotage, or other threats. Key tasks: access/egress control, patrols, gate control, vehicle searches, incident reporting, emergency response, and admin duties. Locations and hours: Stormsriver Mouth (18:00–07:00 daily), Big Tree/Stormsriver Village offices (17:00–07:00 daily), Nature’s Valley/Bloukrans (17:00–07:00 daily). Guard requirements: Grade C guards (2 per site), extra guards for peak periods, armed with pepper spray and batons, uniformed, and bilingual (English + one other SA language). Must provide clock panels for roaming guards, conduct weekly spot checks, and submit monthly reports. Guards must have no criminal records, traceable references, and PSIRA registration. Company must: be PSIRA-registered, provide vehicle proof, have 12+ months’ security experience, and comply with OHSA, Basic Conditions of Employment Act, and National Park legislation. Training on SANParks SOPs provided 3 days before contract start.

Submit pricing for 6 months (VAT inclusive) using the provided schedule. Breakdown required: 1) Operational costs (transport, supervision, admin). 2) Guarding team costs (Grade C guards, patrol vehicle, adhoc guards). 3) Equipment costs (e.g., passive monitoring, clock panels). Total cost must be summarized. Payment terms: within 30 days of invoice receipt, per PFMA. Bid validity: 90 days from closing date. No alternative offers accepted.

Mandatory: CSD registration (submit proof). Tax compliance: submit SARS TCS PIN or CSD number. If no TCS PIN, provide CSD number. Consortia/joint ventures: each party must submit separate TCS/CSD. No bids from state employees or entities with state-employed directors/members. Submit: SBD1, SBD4, SBD6.1 (with B-BBEE certificate or sworn affidavit for EMEs/QSEs). PSIRA registration (company and guards) with guard list (names, ID numbers, PSIRA numbers). COIDA Letter of Good Standing or undertaking to register within 7 days. Contingency strategy for urgent delivery, strikes, vehicle breakdowns, or peak seasons. Foreign suppliers: complete questionnaire if applicable.
