Evaluation is based on the 90/10 preference points system. Price (max 90 points) is scored using the formula: NFO = W (1 - (Pt-Pmin)/(Pmax-Pmin)) where W=90 (if total tender value > R50M) or W=80 (if ≤ R50M). Preference points (max 10) are awarded based on B-BBEE Status Level: Level 1 (10), Level 2 (9), Level 3 (7), Level 4 (6), Level 5 (4), Level 6 (3), Level 7 (2), Level 8 (1), Non-Compliant (0). Total Evaluation Points (TEV) = NFO + NP. Highest TEV wins unless compelling reasons exist otherwise. Only responsive tenders (meeting all contractual, technical, and functionality requirements) are evaluated. Bidders must not be in the service of the state (Regulation 44). Scope: Procurement of a grid operation solution for the Energy Management Directorate for a 24-month period. Deliverables: Supply, installation, and support of the solution as per Section 7 (Scope and Specification of Required Supply/Services) and Annexures A-H (Technical Schedules). Delivery point: 1 Jelf Taylor Crescent, Durban, 4001. Mandatory: Tenderer must be an accredited service provider for the grid operation solution and attach an accreditation letter (Annexure L). Alternative solutions may be submitted if economically and technically advantageous but must be submitted separately with full technical details. Compliance with Occupational Health and Safety Act and other relevant regulations is required.

Pricing must be in South African Rand (ZAR), exclusive and inclusive of VAT, stated separately on the Official Tender Form. Quote one price per item, valid for the full contract period (24 months). Firm prices for each 12-month period are acceptable and must be free from fluctuations. Unit prices must include delivery to the specified delivery point (1 Jelf Taylor Crescent, Durban, 4001). Payment terms are as per the Conditions of Contract. Factoring arrangements are not accepted. Financial standing evidence may be requested by the Municipality to confirm ability to meet contract obligations. For imported goods, forward exchange cover must be arranged within 7 days of purchase order to fix the rate of exchange.

Mandatory: Registration on National Treasury Central Supplier Database (CSD) as a service provider (MAAA number required). Tax Compliance Status PIN (TCS PIN) or original Tax Clearance Certificate (valid at tender closing). Declaration of Municipal Fees (fully paid or acknowledgment of debt agreement). Occupational Health and Safety Act undertaking. MBD 4 (Declaration of Interest). MBD 5 (Declaration for Procurement Above R10 Million, if applicable).
