Evaluation will use the 80/20 preference point system:

• Price: 80 points (awarded using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid price).
• Specific Goals/Preference: 20 points, allocated as follows:

• B-BBEE Status Level: Level 1 (5), Level 2 (4.5), Level 3 (4), Level 4 (3), Level 5 (2), Level 6 (0.5), Level 7 (0.3), Level 8 (0.1).
• Black youth majority-owned entities: 5 points.

• General compliance requirements:

Scope: Provide monthly maintenance, verification, and annual calibration services for all Precision Approach Path Indicator (PAPI) systems at Kimberley Airport for 12 months.

• Maintenance Philosophy: Hybrid model with bi-weekly PAPI verification:

• Week 1: Service Provider.
• Week 3: ACSA Internal Team.

• Monthly Contractor Scope:

• Verify all PAPI systems.
• Conduct functional testing of PAPI lights.
• Inspect lenses, cables, and structures.
• Perform preventative maintenance (cleaning, tightening, adjustments).
• Address corrective maintenance (minor defects).

• Annual Calibration:

• Calibrate all PAPI systems (Runways 10, 28, 02, 20).
• Adjust beam angles.
• Verify compliance with ICAO/SACAA standards.
• Issue calibration certificates.

• Internal Capacity Development:

• Provide monthly on-site training for ACSA staff.
• Include hands-on training during verification.
• Cover fault-finding and safety procedures.

• Reporting:

• Monthly: Verification results, inspection findings, defects and actions taken, knowledge transferred.
• Annual: Calibration certificates.

• Operational Requirements:

• Log a call with IMC prior to commencing work.
• Submit a report immediately after completion.
• Submit a Safety File in accordance with the OHS Act of 1993 and Construction Regulations of 2014.

• Permits and airside safety induction costs (R5,000) are provisional and payable post-facto; proof of attendance required.
• Pricing must be in ZAR, include labor, transport, tools, equipment, and consumables, and strictly follow the attached Bill of Quantities (BOQ).
• No scope deviations permitted without written approval.

Pricing must be quoted in South African Rand (ZAR).

• Monthly rate must include on-site training for ACSA personnel as part of knowledge transfer.
• Rates must include labor, transport, tools, equipment, and consumables.
• Pricing must strictly follow the attached BOQ.
• Ad-hoc/corrective maintenance rates:

• Labor: Artisan/Technician, Artisan’s Assistant, OEM Specialist (normal hours, after hours, Sundays/public holidays).
• Mark-up for third-party procured items/services:

• R0.01–R5,000: Percentage not specified.
• R5,001–R10,000: Percentage not specified.

• R10,000: Percentage not specified.

• Costs exclude VAT; third-party quotes/invoices must be presented for approval.
• Disbursements (e.g., accommodation) reimbursed at actual cost; certified invoices required.
• Validity period: 120 business days; prices must remain firm.
• Provisional sum for permits and airside safety induction: R5,000.
• Add 15% VAT to total.
• Failure to use the prescribed pricing schedule may result in disqualification.

Tax Compliance:

• Submit a valid Tax Compliance Status (TCS) PIN issued by SARS or a printed TCS certificate. Apply via e-filing at www.sars.gov.za.
• If no TCS PIN is available but the bidder is registered on the Central Supplier Database (CSD), provide a CSD number.
• For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.
• Failure to comply may render the bid invalid.

B-bbee:
